We are seeking a highly driven and experiencedWorking Team Lead/Project Managerto direct and manage a team of data scientists, Investigative Analysts, and Enforcement Support staff, while also performing hands-on investigative and analytical work to support theFinancial Crimes Enforcement Network (FinCEN). This position will involve overseeing daily team operations, managing contractor performance, and ensuring the delivery of high-quality analytical support to FinCEN's mission to combat financial crimes. The selected candidate will play a critical role in supporting the investigation and analysis of violations of theBank Secrecy Act (BSA)and31 C.F.R. Chapter X, with a focus on identifying and addressing illicit financial activities such as money laundering, terrorist financing, proliferation financing, and cyber-enabled crimes. • Provide day-to-day oversight of contractor team operations, ensuring smooth operations and compliance withPerformance Work Statement (PWS)requirements.
• Serve as theprimary Contractor interfacewith key stakeholders, including the Contracting Officer (CO), Contracting Officer's Representative (COR), Alternate COR (ACOR), FinCEN Program Manager, and Enforcement and Compliance Division (ECD) management on matters of contract performance.
• Manage contractor workforce, includingresource allocation, staffing, workload distribution, schedule coordination, and quality control, while advising on strategies to mitigate vacancies, potential turnover, and workforce continuity risks.
• Conduct quality reviews of work performed by team members, ensuring all work products are accurate, complete, clear, consistent, timely, and compliant with PWS and contractual standards.
• Oversee contractor participation instatus, workload management, and enforcement support meetingson behalf of the Government to ensure priorities are understood and progress is communicated.
• Initiate and lead efforts to ensure the team delivers superior service and resolves performance issues effectively and in a timely manner.

• Perform advancedinvestigative analysis and enforcement supportactivities by analyzing large datasets, financial documentation, and BSA reports using advanced methods and tools.
• Identify, retrieve, and evaluate BSA data, intelligence, open-source information, confidential supervisory records, and law enforcement information to support investigations into violations of the BSA and31 C.F.R. Chapter X, includingmoney laundering, terrorist financing, proliferation financing, cyber-enabled crimes, and complex financial misconduct cases.
• Assist FinCEN staff in identifying thescale, scope, and severity of BSA violations and associated misconduct, including document review and evidence synthesisrelating to financial institutions and personnel suspected of non-compliance or participation in illicit activity.
• Collaborate with FinCEN staff to review records such asbanking activities, BSA compliance programs, transaction histories (e.g., blockchain transactions, correspondent accounts, Fedwire, Clearinghouse data), and financial products or account structures used in suspicious or illicit activities.
• Review voluminous document sets, includingpolicies, procedures, internal communications, investigative transcripts, transaction records, and other BSA compliance materials, while assisting in building complete and comprehensive analytical reviews of administrative records.
• Prepare draft analyses, memoranda, summaries, recommendations, and other reports for legal, administrative, regulatory, enforcement, or judicial purposes, ensuring work products are well-constructed and require minimal editing.
• Participate in thedrafting, editing, and updating of enforcement-related documentationin response to Government comments, new findings, or process developments.

• Coordinate with FinCEN staff in examining the activities of regulated financial institutions, money services businesses, broker-dealers, casinos, and other entities to identify violations tied to illicit finance.

• Utilize investigative tools provided by FinCEN, including but not limited to:
• BSA Search, a web-based application for querying, filtering, and analyzing BSA data.
• Transaction Grid Search and i2 Analyst Notebook, tools for visual link and transactional analysis.
• Classified Cloud BSA, an integrated set of secure tools for intelligence-driven data analysis.
• Support FinCEN's whistleblower program by assisting in the evaluation, organization, and analysis of submitted information.
• Prepare materials to assist FinCEN in engaging with internal and external stakeholders, clearly articulating analytical conclusions and courses of action in support of parallel law enforcement or regulatory agency matters.

• Minimum ofeight (8) years of experiencein conducting or managing:

• Forensic financial investigations, civil enforcement actions, regulatory investigations, compliance reviews, intelligence analysis, or similar activities.
• Direct experience managing contractor staff, resources, schedules, and performance in accordance withPerformance Work Statements (PWS)or similar operational scopes.
• Bachelor's degree in relevant fields, such asCriminal Justice, Finance, Business Administration, Economics, or Intelligence Studies.

Active Top Secret Clearance

Demonstrated proficiency in:

• TheBank Secrecy Act (BSA)and its implementing regulations (31 C.F.R. Chapter X).
• The financial industry, including a deep understanding of financial products and services.
• Conducting or responding to Government, regulatory, or law enforcement investigations.
• Investigative techniques for collecting, analyzing, and synthesizing evidence from data sources includingopen-source, law enforcement, confidential supervisory, financial, and intelligence information.
• Capturing and analyzing illicit finance threats, trends, typologies, and related enforcement risk factors.

• Proficiency in managing contractor workforce activities, includingrecruitment, workload distribution, performance management, and meeting coordination.
• Demonstrated ability to interact effectively with stakeholders, includingGovernment personnel, regulatory agencies, and law enforcement organizations.
• Strong skills inleadership, organizational management, coaching, and team building.

• Excellentwritten and verbal communicationskills, capable of producing reports and summaries that requireminimal editingand communicating with diverse stakeholders.
• Strongproblem-solving, interpersonal, time management, and facilitation skills, with the ability to meet deadlines in a highly dynamic work environment.

• Proficiency inMicrosoft Office applications, includingWord, Excel, and SharePoint.
• Familiarity withFinCEN-enabling technologies, such as:
• BSA SearchandTransaction Grid Search.
• i2 Analyst NotebookandFinLab.
• Classified Cloud BSAsystems for advanced analysis.
• Demonstrated ability to perform complex analysis oflarge commercial and financial data sets, including the use of financial transaction systems and tools.

• Master's degree in relevant fields, such asCriminal Justice, Finance, Business Administration, Economics, or Intelligence Studies.

Relevant certifications, such as:

• CAMS (Certified Anti-Money Laundering Specialist).
• CFE (Certified Fraud Examiner).
• Specialized knowledge ofblockchain payments,correspondent banking activities,Fedwire data, or similar financial systems.
• Experience supporting investigations requiringvoluminous document reviewand administrative evidence compilation for regulatory or enforcement purposes.
• Proven history of effective collaboration withfederal law enforcement agencies and regulatory organizations.
