Summary ObjectiveThe purpose of this position is to manage, direct and supervise all operations of water plant and water/wastewater utilities This position is responsible for planning, organizing, directing and evaluating the assets, operations, budgets and activities of the City's Water Plant and Water/Wastewater Divisions to provide services to the public. This position requires the use of considerable initiative and independent judgment in making technical decisions. Work is performed with considerable independence within the framework of the departmental policies. Work is accomplished under the general direction of the Environmental Services Director and is reviewed primarily through consultation, written reports and an evaluation of the operations' performance and conformance with regulatory requirements.This class formulates long-range goals for the organization, develop policy and position papers and negotiates with the chief administrative officer and/or elected officials.
Essential FunctionsThe essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.- Plans, assigns and directs through supervisors the operations and maintenance of water production and treatment, water distribution, wastewater collection, and other related public infrastructure.
- Manages the work of staff including coaching staff for improvement and development, training, assigning, reviewing and evaluating work performance; coordinating activities, maintaining standards, allocating personnel, selecting new employees, acting on employee problems and recommending and implementing employee discipline.
- Assists in the development, implementation and evaluation of divisional plans, policies and procedures to achieve annual goals and objectives.
- Assists in the development and oversees implementation of divisional operating/capital budgets and establishes budgetary controls. Oversees and approves expenditures. Prepares financial forms and reports.
- Identifies and recommends long-range maintenance capital improvements and assists in the preparation of the five-year Capital Improvement Program budget. Facilitates and expedites project progress to ensure adherence to established schedules; keeps Director apprised of project status.
- Responsible for overseeing the delivery of Utilities Capital Improvement Projects such as, but not limited to, treatment plant upgrades, water lines, sewer lines and contract administration. Serves as a project manager on utility projects of a complex nature.
- Preparation of scope of work for bids, provides recommendations for bid evaluation and award, negotiates and administers contract awards.
- Responsible for overseeing work necessary to maintain mechanical, electrical/electronic automations and control equipment, SCADA, for the proper operation of the Water Plant.
- Provides interpretations of designs, plans, specifications, estimates, reports and recommendations relating to City water and wastewater infrastructure.
- Coordinate Utility Division participation in the City's internal Development Review Board process.
- Acts as the department liaison with internal and external teams, committees, outside agencies (including local and State officials), the community and other interested groups.
- Receives, reviews, prepares and/or submits various records and reports including budget documents, purchase requisitions, purchase orders, bid documents, performance evaluations, invoices, flow charts, agenda items, work orders, personnel forms, memos, etc.
- Has full responsibility to follow, ensure compliance with, enforce and interpret Federal, State and local laws, rules and regulations as well as City policies and procedures. Implements and maintains Federal, State and local mandates. Stays abreast of current developments in industry which may affect City and/or department.
- Provides excellent customer service to both internal and external customers. Oversees public education and outreach programs, represents department, attends and/or facilitates public meetings and assists other departments as required.
- Responsible for grant submittals, administration and coordination.
- Attends and conducts meetings as required; write reports and transmittal documents.
- Monitors the department's customer service request process to ensure effective and efficient service delivery.
- Receives and responds to public inquiries and requests for information and assistance and takes appropriate action to resolve problems.
- Initiates and carries out various projects as assigned by the Director of Environmental Services.

Typical QualificationsMINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:- Bachelor's Degree in Civil Engineering or related major.
- Seven (7) years of professional experience that includes water or wastewater planning, design, construction and operations or a closely related field, three (3) years of which must be in a senior supervisory capacity.
- Must possess and maintain a valid state driver's license with an acceptable driving history.
- Florida Professional Civil Engineer's License (PE) or ability to obtain within one year from date of employment is preferred, but will consider other State licenses, certifications and equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Knowledge, Skills and Abilities, Work Environment and Work HoursKNOWLEDGE, SKILLS AND ABILITIES:- Experience in project management and construction of water and sewer facilities.
- Experience in operations and maintenance of water and wastewater plants and systems.
- Knowledge of control system operations, mechanical equipment, power equipment, energy management equipment, electrical systems and equipment, diagnostic equipment, surveillance systems, security systems, fire alarm/panel systems.
- Knowledge of PLC and SCADA programming
- Knowledge of facility design and construction and alternate delivery methods.
- Knowledge of engineering standards, land development code regulations, requirements and State and local regulations regarding utility infrastructure.
- Basic principles and practices of public administration including budgeting, purchasing and the maintenance of public records.
- Ability to communicate well with public both orally and in written form.
- Ability to enforce City ordinances in a professional manner.
- Ability to read and correctly interpret engineering drawings.
- Ability to plan, direct, organize and integrate broad, comprehensive public infrastructure programs and activities.
- Ability to deal effectively with the general public, City officials, contractors, engineers, architects and other City employees.
PHYSICAL DEMANDS:Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
WORK ENVIRONMENT:Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.
WORK HOURS Monday-Friday 7:30am-4:00pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)

SICK LEAVEEmployees start to accrue sick leave effective at the start of the first full month of employment. Employees sick days shall be credited at the rate of eight (8) hours or one (1) working day for each month of completed service.
RETIREMENT PLANThe City provides a defined contribution plan under Section 401(a) of the U.S. Internal Revenue Code. The City contributes eight percent (8%) of your salary as an employee, and you as an employee contribute four percent (4%) of your salary. The City has a 5-year Vesting Schedule. Vesting refers to your ownership of the money in your account. Based on your period of service completed you are gradually vested in your employer contributions: 20% in 1 year, 40% in 2 years, 60% in 3 years, 80% in 4 years and 100% upon the completion of 5 years of service.
Employees may also make voluntary contributions to a 457 Deferred Compensation Plan, up to the annual limit as defined by the IRS.
EDUCATIONAL REIMBURSEMENT PROGRAMFull-time employees are eligible to receive educational reimbursement for undergraduate and graduate coursework according to the following criteria and schedule of benefits. Employees who have completed their one (1) year of employment are eligible to participate in the Educational Reimbursement Program. With approval of the course(s) and subject to availability of funds, employees may be eligible for reimbursement (other than Master's Degree program courses) of 100% for a grade of A, 90% for a grade of B, and 75% for a grade of C. The City will provide reimbursement up to a maximum of $5,250.00 per tax (calendar) year based on current federal taxation requirements and limits, or as may be modified in future years. Per IRS regulations, tax-free benefits under an education assistance program are limited to $5,250 per employee, per year.
ANNUAL EVALUATIONSAn annual evaluation will be given on the anniversary date of employment. Annual evaluations are eligible for merit increases to commensurate with the City's pay for performance policy of up to 3%.

WELLNESS PROGRAMS Employees on the City's medical plan may participate in the City's Wellness Program to help offset the cost of their medical premiums. For new hires, points toward the Wellness Program can be accumulated starting from your date of hire through the last day of the year. Existing employees may begin participating in the program at any time. Please note, points will only be tallied on a calendar-year basis.
