POSITION OVERVIEW

The City Manager serves as the Chief Executive Officer of the City of Rowlett, appointed by and reporting to the Mayor and six member City Council under the council-manager form of government. The position directs all city operations, prepares and administers the annual budget, appoints and supervises department directors, and carries out Council policy.

The next City Manager arrives at a rebuilding moment. The organization experienced significant turnover in recent years, and the Council and executive team have spent the past year restoring stability, reopening communication, and filling vacancies. Council is unified, staff are ready to be trusted, and residents are paying close attention.

The immediate work is organizational. Rowlett needs clear structure, documented procedures, defined performance measures, and department directors who are equipped and empowered to lead. The parallel work is public. Council, staff, and residents describe the same expectation: a leader who communicates early and often, explains the reasoning behind decisions, and is present in the community rather than behind a desk.

This is not a first-time City Manager position, and it is not a resume builder. Rowlett is looking for an experienced professional who intends to stay and finish what they start.

MINIMUM QUALIFICATIONS
  • Graduation from an accredited four year college or university in Business Administration, Management, Human Resources Development, Business Management, Public Administration, or Law. (Qualifying experience may substitute for education)
  • Seven or more years of progressively responsible local government management experience
  • Service as a City Manager, Deputy City Manager, or Assistant City Manager
PREFERRED QUALIFICATIONS
  • Master’s degree in Public Administration
  • Experience leading a full service city of comparable complexity
  • Experience rebuilding an executive team and its systems
SALARY & BENEFITS

The salary range for this position is $285,000 to $315,000, dependent on qualifications and experience.
