Chief Operations Officer (COO)

Summary:

In collaboration with the Chief Executive Officer (CEO), the COO will be responsible for leading the long-term strategic direction of our organization. You will be working with the rest of the executive team to ensure that our operations continue to drive forward our facility's mission and goals.

Responsibilities & Duties:
  • Oversee management of all clinical and support staff including Clinical Managers, Front Office Manager, Billing and Coding Manager, Quality and Compliance Manager and EHR Manager.
  • Support the CMO in management of Providers.
  • Responsible for determining and approving how provider scheduling templates are structured and configured.
  • Assist and make recommendations for provider contracting.
  • Oversee the operations to efficiently bill and collect for services.
  • Implement and maintain processes to ensure compliance with current programs such as PCPCH, Value Based Programs, HRSA, Federally Qualified Health Center, etc.
  • In conjunction with the Risk, Compliance, and Security manager, ensures compliance throughout the organization.
  • In conjunction with CFO and the support team, the COO assists with tracking and reporting for federal/state /local grants including but not limited to UDS.
  • Ensure the efficiency of patient flow and patient satisfaction.
  • Continuously review all factors affecting patient care, the cost of administration and the operations of the clinic. Takes necessary corrective action within scope of duties/leadership to keep costs commensurate with the clinic's objectives or recommend appropriate action to the CEO.
  • Perform personnel management with support and guidance from the Human Resources Department. Including managing performance expectations of staff through continuous appraisal of team performance, both individual direct report members and the team as a whole, assessing competencies and provide hiring, coaching/corrective action, including firing, in alignment with HR Best Practices and applicable HR Policies and Procedures under the direction of the CEO and guidance of the Human Resources Director.
  • Oversee appropriate staff education, training, and monitoring of staff, to keep them aware of changes in protocols and practices.
  • Ensure the clinic is properly staffed by actively participating in the process of recruiting.
  • Assist with annual budget projection.
  • Support the CEO in all aspects of legal compliance, including budgets, policies and procedures assigned areas to ensure they are in conformance with overall Clinic goals and policies.
  • As directed by the CEO, research best practices in the industry, develops, and implements as appropriate.
  • Participate in strategic planning, including goal setting, budgeting, strategic identification, benchmarking and evaluation to support and enhance the mission of the organization.
  • In conjunction with the support team and CMO, keep, maintain and update health care clinic written Policies and Procedures documentation and training.
  • Works in collaboration with the support team and CEO on potential growth opportunities to develop marketing plans, staffing schedules, budget forecasts, clinical policies and lines of business and then tracks the outcomes of these efforts.
  • Partner with the CMO to develop and maintain a provider productivity program to improve provider and clinical staff efficiency and productivity.
  • Hold periodic collaborative and individual staff meetings to review performance.
  • Participate in the QA/QI Committee process to review clinical, procedural and financial improvement.
  • In collaboration with the CMO, investigate and respond to complaints regarding clinical care, resolving any complaint with expediency and in a professional manner in coordination with staff. Keeps the support team informed of all issues.
  • Serves as the contact person for FTCA claims and is responsible for the management and process of claims-related activities.
  • Attend executive committee meetings, staff meetings, and board meetings as requested.
  • Facilitate implementation of new programs and reports regular updates.
  • Assist with clinic expansion activities.
  • Assume the responsibility for ensuring effective delivery of services and oversight of all staff in the absence of the CEO.
  • Collaborate with the CEO in acting as liaison with city, state, and national community clinic associations and governmental agencies as directed.
  • Promote the delivery of quality patient care.

Minimum Qualifications:

Bachelor's degree in Healthcare Administration or five to ten years of equivalent healthcare management experience.

Direct FQHC management experience is preferred.

High school diploma or equivalent required.

Ability to interact effectively and professionally with CRH staff, patients, community partners, and others outside the organization.

Ability to respond promptly, exercise sound judgment, and maintain professionalism.

Ability to develop and implement processes that support organizational growth, efficiency, and compliance.

Demonstrated self-motivation, confidentiality, flexibility, and attention to detail.

Proven success and hands-on experience in healthcare management.

Knowledge of federal, state, and local healthcare programs, funding sources, and regulatory requirements.

Understanding of managed care, healthcare billing, quality improvement, and compliance.

Experience managing and supporting grant-funded programs.

Excellent interpersonal, verbal, and written communication skills.

Strong administrative, organizational, time-management, and multitasking skills.

Ability to remain calm and composed under pressure and help staff respond effectively during stressful or challenging situations.

Proficiency with computers and Microsoft Office programs, including Word, Excel, Outlook, PowerPoint, and Teams.

Experience with electronic health record systems and process optimization.

Dependable and able to maintain regular, timely attendance.
