Job description

General Job Description Under general supervision, provides a variety of complex and routine administrative, general accounting and bookkeeping duties in a customer service-oriented environment to audit/reconcile monthly insurance, maintain all billing and payment collection, maintain data and files for retiree insurance, and assist with payroll and payroll reporting. Duties for this Position Insurance/Payroll: Reconcile monthly PEBA bill (Retirees, Cobra and Active subscribers) to assure that the County is being properly billed according to the employees' coverage. Audit PEBA active subscribers to assure that the payroll deductions match the PEBA records.

Create GL journal entries to properly record the active, retirees and cobra expenses (with posting to corresponding fund). Maintain and continuously audit Retiree health care members and balances. Correspond with retiree healthcare vendor on monthly changes, HRA amounts, bank reconciliation.

Reconcile GL to balance to Retiree bank account monthly. Adjust CPI amount and calculation to determine appropriate amount to communicate and monitor for each Calendar Year. Maintain and correspond with Human Resource staff about employees who owe/are owed monies based off of monthly insurance reconciliation Assist with payroll completion biweekly.

Reconcile and balance general ledger accounts for payroll. Complete quarterly filings for payroll. General Billing: Create and send recurring monthly invoices for rent, insurance reimbursement and magistrate reimbursement.

Create and receive all bills and payments for Fire Inspections for Code Enforcement. Create GBI's for checks and ACH that are received on an ongoing basis (sales tax, consulting agreement, franchise fees and other miscellaneous revenues). Record GBI's for Cobra insurance and communicate with Human Resources the summary of payments .

Assist reporting with annual retiree insurance audit and associated yearly GASB information. Create and Maintain procedure documents for associated task . Other duties as assigned.

Position Minimum Requirements Thorough knowledge of principals, practices, theories, and terminology of accounting, auditing, budgeting, financial management, policies, and procedures. Ability to analyze and interpret financial data, records, and reports; excellent excel and computer skills with strong attention to detail; organizational and time management skills; ability to work with numbers accurately. Requires ability to exercise discretion and independent judgment on a regular basis.

Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines. Ability to operate in a sensitive work environment requiring confidentiality and discretion. Additional Information Requires Bachelor's Degree in business, finance or accounting supplemented by three (3) to five (5) years of governmental accounting experience, or any equivalent combination of training, education and experience that provides the required skills, knowledge and abilities.
