Job description

Overview:

GovCIO is seeking a Journeyman Asset Management Specialist to support a critical government computer system for the U.S. Coast Guard (USCG) Software Yard – Business Coordination Branch. This role is primarily responsible for tracking software and hardware assets, supporting resource planning, and ensuring inventory baselines align with acquisition and financial frameworks. This position will be located in Kearneysville, WV, and will be a hybrid position.

Responsibilities:

As a Journeyman Asset Management Specialist, you will serve as a core operational resource within the acquisition and financial backbone of the Software Yard. You will execute day-to-day asset lifecycle management tasks to ensure all IT resources are accurately accounted for, compliant, and optimized. Key responsibilities include:

  • Track, audit, and manage the lifecycle of all hardware, software licenses, and cloud assets utilized across the Software Yard's engineering branches.
  • Support budget formulation and resource planning by providing accurate asset inventory reports and software license utilization metrics.
  • Maintain the Configuration Management Database (CMDB) and asset repositories to ensure strict data integrity and alignment with operational needs.
  • Coordinate with contracting support to track software maintenance renewals, vendor agreements, and procurement delivery timelines.
  • Analyze asset utilization data to identify cost-saving opportunities, underutilized software licenses, and hardware optimization targets.
  • Ensure all asset tracking baselines comply with federal IT asset management policies, government regulations, and USCG security standards.
  • Collaborate with cross-functional teams, product owners, and engineering leads to validate that newly deployed technologies are fully integrated into asset management records.
  • Create and maintain comprehensive documentation for asset management processes, inventory logs, and standard operating procedures.
Qualifications:

Bachelor’s with 3 - 5 years (or commensurate experience)

Required Skills & Experience 

  • IT asset management (ITAM) experience managing hardware and software lifecycles within a federal or enterprise environment.
  • Proven experience tracking software licensing agreements (e.g., enterprise agreements, per-core models, SaaS) and coordinating vendor compliance.
  • Comprehensive operational understanding of configuration management principles, procurement processes, and IT resource planning.
  • Strong experience utilizing enterprise ITAM tools or relational databases to track inventories, lifecycle statuses, and maintenance schedules.
  • Proficiency tracking tasks and asset configurations using enterprise systems (such as ServiceNow, Jira, or Azure DevOps).
  • Strong foundational understanding of diverse IT domains, including cloud platforms, enterprise virtualization licensing, and hardware baselines.

Clearance Required: Active Secret Clearance 

Preferred Skills & Experience 

  • Experience supporting U.S. Coast Guard, Software Yard, or Department of Homeland Security (DHS) business management programs.
  • Familiarity with USCG financial systems, contracting lifecycles, or PEO C5I acquisition frameworks.
  • Relevant professional certifications preferred (e.g., Certified IT Asset Manager (CITAM), Certified Software Asset Manager (CSAM), or ITIL Foundation).
  • Experience auditing software baselines against DISA STIGs or federal software security requirements.
  • Understanding of cloud asset management and cost tracking (FinOps) within AWS or Microsoft Azure public cloud environments.
