GENERAL DESCRIPTION

Administers an organization's policies and processes to control and maintain physical assets, including property and equipment. Monitors asset lifecycles, inventories, locations, maintenance status, and costs. Assigns asset tags and identifiers to physical items for tracking. Utilizes specialized software or databases to establish comprehensive records of each asset, maintaining an up-to-date asset registry. Conducts audits to determine the condition of assets and verify that inventories match records. Prepares and distributes comprehensive status reports that document purchase dates, condition, and the responsible departments.

Reporting to the Supply Chain Manager (SCM) under the Contracts Administration Department, the Government Property Administrator is responsible for full lifecycle management of Government Property and Government Furnished Equipment (GFP/GFE), including APSR/ELMS/FIAR compliance, inventory control, cataloging, C-ICP operations, and classified material handling. The role ensures accurate accountability, reporting, disposition, and management of government assets in accordance with DoD, Air Force, and Federallogistics regulations.

DUTIES & RESPONSIBILITIES

  • Support establishment of an Inventory Management System interfacing with DoD and Air Force systems through ELMS/APSR
  • Participate in vendor vetting and technical evaluation for IMS selection (excluding procurement activities)
  • Support IMS implementation, testing, and annual maintenance/licensing
  • Conduct monthly material management reviews and updates
  • Perform DLM reporting and compliance reviews
  • Compile and submit GFE lists by National Stock Number quarterly
  • Execute FIAR compliance activities and maintain ELMS proficiency
  • Maintain configuration control, serialized tracking, part substitution/interchangeability data, and consumption records
  • Perform APSR inventory management activities such as requisition tracking, storage, shipment, delivery, pick-up, receiving, shipping, in-transit visibility, property accountability, and handling of classified material
  • Maintain required inventory accuracy thresholds (95% unclassified, 100% classified)
  • Maintain standardized asset labeling including NSN, part number, and serial number
  • Prepare and maintain DD Form 1149 for all item transfers
  • Collect and reconcile GFP transaction data and prepare CFO template submissions quarterly
  • Execute inventory demand planning (non-procurement)
  • Perform replenishment processing excluding purchasing actions
  • Conduct monthly asset accountability updates
  • Oversee PHS&T operations including packaging, handling, and storage
  • Support configuration management activities related to property
  • Manage storage areas and conduct storage inspections
  • Manage recoverable and expendable items tracking and coordination
  • Conduct internal reviews, surveillances, self-assessments, and annual audits
  • Plan and execute annual physical inventory of all government property
  • Manage disposition activities including recordkeeping, quarterly reporting, and inventory updates
  • Handle disposal of classified/unclassified components per DEMIL requirements
  • Maintain 100% accuracy of classified items and comply with DD 254
  • Perform all cataloging actions including coordination with DLIS, FLITES entry, responses to cataloging agencies, and loading NSNs into systems

REQUIREMENTS

  • Three (3) to five (5) years of experience with Government Property accountability, FIAR/ELMS/APSR compliance
  • Strong understanding of DoD/USAF logistics regulations
  • Experience with serialized item tracking, configuration control, and audit processes
  • Ability to work independently and manage complex inventory systems
  • Strong communication and organizational skills


DESIRABLE

  • Bachelor's Degree in Logistics, Supply Chain Management, or related field
  • Experience with DLA, AFMC, or logistics support for military/DoD programs
  • Experience with cataloging systems including FLITES, DLIS, and Federal Cataloging Program


AUTHORITY

  • Must have or be able to obtain/maintain a Secret clearance
