Job Summary
ATTENTION:

Personal History Statement
This is a special deputy position responsible to operate an Automated Speed Photo Enforcement (ASPE) Program in St. Mary's County in accordance with all applicable statutes and laws, not limited to St. Mary's County Ordinance No. 2024-02. Primary responsibilities will be to liaison with the ASPE program vendor as needed, validate ASPE generated citations for accuracy and completeness, respond to public inquiries regarding the ASPE program and generated citations, and represent the agency in judicial proceedings resulting from ASPE generated citations.
Essential Functions
  1. Liaison with the ASPE program vendor regarding ASPE deployment locations and equipment matters;
  2. Review ASPE generated citations for accuracy, completeness, and validates same for appropriate disposition;
  3. Liaison with rental/leased vehicle companies to hold vehicle operators accountable for ASPE generated citations;
  4. Utilize available databases and resources to research any postal service returned citations for new/corrected vehicle operator addresses;
  5. Represent the agency in judicial proceedings resulting from ASPE generated citations;
  6. Liaison as required with the Maryland Motor Vehicle Administration regarding ASPE generated citation dispositions;
  7. Successfully complete all agency and MPCTC required training to maintain certification as a law enforcement officer, and that associated with operating the ASPE Program;
  8. Communicate orally and in writing to public inquiries regarding ASPE generated violations;
  9. Completes ASPE Program reporting requirements;
  10. Acquires and maintains reference documents and publications pertaining to ASPE Programs;
  11. This position is designated as non-essential personnel during inclement weather and other emergencies.
  12. Performs other traffic safety unit duties as assigned.

Required Knowledge, Skills, and Abilities
  1. Ability to gain a thorough knowledge of St. Mary's County Government policies and procedures;
  2. Ability to gain a thorough knowledge of the Office of the Sheriff policies and procedures;
  3. Ability to effectively use office equipment such as but not limited to: a computer, fax machine, and copy machine;
  4. Ability to gain and retain knowledge to operate ASPE computer based programs;
  5. Ability to use and maintain firearms and related police issued equipment;
  6. Ability to gain and maintain certifications associated with an ASPE Program, such as METERS/NCIC, LINX; Tyler/CAD;
  7. Ability to effectively communicate with other staff and especially members of the public;
  8. Ability to maintain sensitivity to people from varying ethnic, religious, sexual, and socioeconomic backgrounds;
  9. Ability to deal tactfully, effectively, and equitably with people, both within and outside the agency;
  10. Ability to maintain professional decorum at all times;
  11. Ability to make decisions in accordance with established federal, state and local laws;
  12. Ability to apply departmental policies and procedures to daily work problems;
  13. Ability to testify in judicial proceedings on behalf of the agency;
  14. Ability to understand and follow complex oral and written instructions;
  15. Ability to work independently on tasks and maintain records;
  16. Ability to plan, organize, and execute complicated and continuing assignments accurately, with minimum instruction or review;
  17. Effective business English, grammar, legal terminology, and math skills.

Education and Experience
  1. High School Diploma or GED.
  2. Six (6) years or more of law enforcement experience.

Additional Requirements:
  1. Must be 21 years of age, possess a valid Maryland driver's license and be a U.S. citizen;
  2. Must pass physical agility test, polygraph, physical and psychological examination, drug screen and successfully pass extensive background investigation with favorable results;
  3. Weight must be in proportion to height, body frame and age;
  4. Vision must be correctable to 20/20;
  5. Must possess a valid Law Enforcement Certification from the Maryland Police Training Commission (MPTC) or had been certified within the last three years and eligible for re-certification;
  6. Candidates who have an out-of-state law enforcement officer certification must be eligible for, and successfully complete, a Maryland Police and Corrections Training Commission approved Comparative and Compliance program upon hire.
  7. Must successfully pass an annual State-mandated physical agility assessment, a biennial State-mandated mental health assessment, and any other State-mandates for continued employment;

Physical and Environmental Conditions:
Work will most often be sedentary in an office setting answering the telephone and operating computer equipment, as well as attending court proceedings to testify on behalf of the agency.
Work demands may occasionally require strenuous effort. For example, handling of moderately heavy boxes, moderately heavy tools, equipment, materials, or persons. An employee may be required to sit or stand for prolonged periods of time.
The work environment may involve high risks with exposure to potentially dangerous situations or unusual environmental stress which require a range of safety and other precautions, e.g., aggressive human behavior, extreme outdoor weather conditions, or similar situations where conditions cannot be controlled.
This position requires the wearing of a Kevlar vest and when needed, Personal Protective Equipment (PPE), and/or a Gas/Protective mask.
