Position Summary

We are seeking a highly skilled and strategic Systems Evaluation Engineer to support the Army Materiel Command (AMC) Chief Technology Officer (CTO) in driving enterprise-wide digital modernization and data-centric transformation. In this highly visible advisory role, you will be instrumental in bridging the gap between emerging technological concepts and disciplined, repeatable execution. You will be responsible for creating the foundational frameworks required to rigorously test emerging technologies, ensuring that new capabilities are thoroughly vetted for feasibility and alignment with overarching mission priorities before they are introduced to the operational network.

Beyond hands-on technical evaluation, this role demands a strong capability in strategic analysis and executive communication. You will spearhead the development of methodologies for application and portfolio engineering, equipping senior leadership with the analytical rigor needed to optimize existing technology landscapes. Furthermore, you will be tasked with translating complex technical assessments into clear, actionable executive decision support products. This position is ideal for an experienced engineer who excels at assessing technical feasibility, evaluating strategic alignment, and empowering senior government leaders to make data-driven technology investments.

What Youll Do

Responsibilities include, but are not limited to:

  • Design, develop, and manage a controlled, non-production test environment strategy to safely evaluate technology concepts from industry, academia, and internal teams before network deployment.
  • Formulate a repeatable technical evaluation framework to assess candidate technologies for operational feasibility, cybersecurity risks, and architectural compatibility.
  • Establish structured transition gates and evaluation criteria to create clear pathways from initial sandbox assessment to formal pilot programs, broader testing, or project termination.
  • Develop and implement robust methodologies for enterprise application and portfolio engineering, including comprehensive baseline inventories and scoring models to assess technical debt.
  • Provide data-driven recommendations to leadership regarding the retention, retirement, consolidation, modernization, or transition of existing enterprise applications.
  • Produce high-level strategic communication materials, including executive decision memoranda, formal options papers, briefing decks, and recurring portfolio dashboards to facilitate informed leadership decisions.
  • Define security and access models for testing environments, including procedures for handling synthetic or sanitized data during technical evaluations.

Requirements and Qualifications

  • Experience designing, implementing, or managing technology test environments, innovation sandboxes, or pilot programs within a large enterprise.
  • 10+ years of relevant professional experience.
  • Proven ability to conduct rigorous technical evaluations, assess enterprise architecture fit, and identify potential cybersecurity risks in emerging software and hardware solutions.
  • Exceptional written and verbal communication skills, with a demonstrated history of producing executive-level briefing materials, options papers, and decision support memoranda.
  • Ability to work collaboratively as an enterprise advisor, translating complex data and technical concepts into actionable insights for senior-level stakeholders.
  • Bachelor's degree in Systems Engineering, Computer Science, Information Technology, or a closely related technical discipline.
  • U.S. citizenship and an active Secret security clearance with the ability to obtain/maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) clearance.

Desired Qualifications

  • Prior experience directly supporting executive leadership within the Department of War or federal government.
  • Familiarity with the Army Materiel Command mission space, Supply Chain logistics, and the Organic Industrial Base (OIB).
  • Working knowledge of modern software development practices, including Development, Security, and Operations (DevSecOps) methodologies, cloud integration, and Application Programming Interface (API) standards.
  • Experience utilizing data visualization platforms and enterprise operational dashboards (such as Army Vantage) to track performance metrics and technology consumption.
  • Background in application portfolio rationalization, including evaluating legacy systems, identifying technical debt, and making strategic recommendations for modernization or divestment.
  • Master's degree in Systems Engineering, Enterprise Architecture, Engineering Management, or a related field.
