About the Position
Career Opportunity
The city of Las Vegas is accepting applications for Architectural Project Manager. This position coordinates and administers various city architectural programs and projects; prepares and administers the city's on-site five-year capital improvement program; coordinates programs and projects with other city departments and outside agencies; provides highly responsible staff assistance to the assigned division manager or section supervisor.

Supervision Received And Exercised
Receives general direction from a higher level management staff.
Acts as a formal supervisor, exercising direct supervision, including selecting new employees, monitoring and formally evaluating employee performance, and participating in the discipline and termination of employees.
Examination ProcessA civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a City position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
Eligible List
You must score 70% or higher on the examination to be placed on the eligible list.The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.
Selection ProcessFinal candidate selection will include list placement and may include hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.
Example of Duties
Essential Functions
  1. Recommends and assists in the implementation of division goals, objectives, policies and procedures. Assists with the annual development and submission of business plan measures. Prepares and presents monthly performance statistics and reports. Recommends and implements approved policies and procedures.
  2. Coordinates and administers various city architectural programs and projects; meets with staff to identify needs and resolve problems; assigns work activities, projects and programs; monitors work flow; reviews and evaluates work products, methods and procedures.
  3. Participates in the development and maintenance of city design standards applied to all new and remodeled facilities.
  4. Supervises designated project staff, including training, overseeing work, and establishing and evaluating appropriate performance standards in accordance with department objectives. May participate in interviewing and assisting with the selecting of job applicants.
  5. Prepares, reviews, and approves project programs, site analysis, project budgets, conceptual designs, architectural plans, environmental documents and reports, specifications, and construction cost estimates; oversees and reviews the production drawings and documents prepared by architectural consultants and in-house designers; ensures that project specifications and deliverables meet applicable rules and regulations.
  6. Researches and recommends professional consultants; reviews proposal submissions and firm qualifications; facilitates, negotiates, and prepares contractual agreements; and ensures that contractual obligations are met throughout the project.
  7. Identifies opportunities for improving service delivery methods and procedures; reviews with appropriate management staff; and implements improvements.
  8. Serves as liaison for assigned projects with other city departments, divisions, public and outside agencies. Represents the division in various committees and work groups. Receives and responds to complex and sensitive issues. Handles inquiries and complaints from start through resolution in an efficient and timely manner.
  9. Provides administrative and analytical support to an assigned division or section manager; prepares and present special reports and analyses as required.
  10. Oversees and approves assigned project budgets, including monitoring financial transactions, expenditures, and identifying and reporting potential financial overruns and variances at an early stage. Prepares reports on actual and estimated expenditures.
Marginal Functions
  1. Produces architectural design drawings, using autocad software.
  2. Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of architecture.
  3. Performs related duties and responsibilities as required.

Minimum Requirements
Experience
One year of increasingly responsible (post license) professional architectural experience.
Training
Bachelor's degree from an accredited college or university with a major in architecture or a closely related field.
License or Certificate
Possession of a valid driver's license on the date of application, and maintenance thereafter.
Possession of an appropriate, valid certificate of registration as a professional architect in any state on the date of application, and acquisition of certification as a professional architect in the state of Nevada within six months of the date of appointment, and maintenance thereafter.

COMPENSATION
Annual Base Pay Increases
  • Negotiated as part of the collective bargaining process.
  • Step (Merit) Increase - typically awarded on the anniversary date of hire, up to range maximum.

Retirement
  • Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation
  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Insurance
  • Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.

Life and AD&D Insurance
  • City provides $20,000 insurance at no cost.
  • Additional voluntary life insurance and AD&D insurance available for purchase.

Disability Insurance
  • City provides a long term disability policy:
    • LTD: Employees who normally work at least 30 hours/week are eligible. Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
