Job description

The Department of State (DoS) Bureau of Diplomatic Security (DS), Office of Physical Security Programs (PSP), Facilities Security Division (FSD), Domestic Building Branch (DBB) has a requirement for construction surveillance services utilizing Construction Surveillance Technicians (CSTs) to support Construction Surveillance Detection Service operations via the CST Site Security Program (SSP). The specific goal of the CST SSP is to detect unauthorized access to controlled areas, deter the introduction of unauthorized materials to the site, and to observe activities of construction workers and/or visitors(s) on site to prevent the implantation of clandestine surveillance devices or systems into the structure being constructed. Responsibilities An Apprentice/Journeyman is a prospective CST that may not meet the requirements to function as a CST lacking extensive (3-5 years) experience in one of the areas listed in 3.6.3.2 and the CST-SE631 certification

Apprentice/Journeyman may be paired with an experienced CST or CSTs who will mentor the Apprentice/Journeyman throughout the OJT Process. The Apprentice/Journeyman must have an active security clearance specific to the construction site where assigned for training. Personnel being considered for the OJT program must be approved in advance by the COR.

The Apprentice/Journeyman CST duties and responsibilities shall include the following: The Apprentice/Journeyman duties and responsibilities shall include the following at the discretion of a fully qualified CST upon the approval of the COR: 1. Participate in the OJT program, working closely with experienced CSTs who will provide mentorship throughout the learning process. 2.

Demonstrate satisfactory progression in the OJT program, continuously improving skills and knowledge. 3. Assist in controlling access to construction sites, ensuring only authorized personnel enter.

4. Support the screening and observation of personnel within the construction site, adhering to the official "Site Access List" provided by the SSM. 5.

Help conduct thorough inspections of all individuals, packages, tools, and vehicles entering the construction site. 6. Contribute to the screening and examination of all materials and tools entering the construction site.

7. Assist in managing the SSA, including inventory control and security of stored materials. 8.

Support the x-ray examination, appropriate marking, and escorted transport of equipment, materials, and furnishings designated for use in specified areas. 9. Participate in random selection and procurement processes for construction materials, particularly those intended for use in or near controlled areas.

10. Observe and document construction workers' activities, comparing them against project construction documentation. 11.

Contribute to the production of comprehensive daily logs detailing all relevant activities and events. 12. Promptly report any anomalies or incidents of a counterintelligence nature directly to the SSM.

13. Demonstrate the ability to navigate up to eight flights of stairs multiple times during a workday, as elevators may not be available in all construction areas.Requirements Apprentice/Journeyman are expected to have some foundational knowledge and skills, with a strong commitment to ongoing learning and professional development in the field of construction surveillance and security. The Apprentice/Journeyman shall possess the minimum qualifications below: 1

Possess a high school diploma or equivalent. 2. Possess an active Secret clearance.

3. Hold or be willing to obtain relevant entry-level certifications in construction or security fields within a specified timeframe. 4.

Demonstrate clear verbal and written communication skills, with the ability to accurately document observations and incidents. 5. Show aptitude for working collaboratively in a team environment and willingness to learn from more experienced colleagues.

6. Exhibit strong observational skills and meticulous attention to detail in all aspects of work. 7.

Meet physical requirements necessary for the job, including the ability to navigate stairs and stand for extended periods. 8. Display willingness to learn new skills and adapt to changing project requirements and security protocols.

9. Proficient with typical office machines (copiers, fax, digital senders, and computers) and common office administrative software (e.g., Microsoft Word, Excel, etc.). 10

Be prepared for occasional travel as required by project needs. 11.
