Performs skilled technical work appraising, assessing, and reappraisal of real property for tax purposes, conducting field investigations, assisting citizens with real property appraisal and tax matters, and performing related work as apparent or assigned.
Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this class specification, but which may be reasonably considered to be incidental in the performance of their duties just as though they were actually written out in this class specification. Work is performed under the limited supervision of the Assistant Tax Administrator. Essential Functions The following essential functions serve as a general guide for this position.
Position functions are subject to change based on departmental needs and external factors including, but not limited to, regulatory requirements. Assists with establishing and implementing policies and procedures for operation of the Appraisal Unit; Appraises residential and commercial buildings including measuring improvements, verifying elements necessary for establishing value; and utilizing mass appraisal software and appropriate guides to estimate value; Ensures all work is performed timely and accurately by the team. This entails performing quality checks of all work periodically; Annual duties (new construction, splits, verifying sales and appeals); Works all levels of appeals (Board of Equalization and Review and Property Tax Commission); Serves as the main contact between the appraisal staff and tax software vendor; Periodic canvassing of all county properties; Meets with property owners and explains appraisal and ad valorem tax process; Assists with training of new employees; Conducts periodic audits on property valuations and neighborhoods; Performs other duties of a similar nature of level; Assists in developing values for real property every four years; Collects data, analyzes data, review and value parcels; Retrieves and prints building permits for new construction, prints property record cards; Performs sales ratio study for NCDOR and calculates builder's inventory exemptions; Participates in various trainings for the Tax Department; Performs work during emergency/disaster situations as needed; Performs other duties as assigned.
Minimum Qualifications Associates/Technical degree with course work in real estate, business or related field and minimal experience in real estate appraisals or an equivalent combination of education and experience. Knowledge, Skills, and Abilities Thorough knowledge and clear understanding of appraisal principals and approaches to value; General knowledge of the principles and practices of real estate appraising for assessment purposes; General knowledge of building construction practices and of building and land values; General knowledge of the state laws and ordinances relating to real property assessing; General knowledge of Chatham County geography; Ability to read and understand building construction plans and specifications; Ability to read maps; Ability to analyze factors that tend to influence the value of property and to exercise judgment in the determination of property values; Ability to write clear and concise reports; Ability to establish and maintain effective working relationships with contractors, consultants, associates, tax representatives, and the general public. Physical Requirements This work requires the occasional exertion of up to 25 pounds of force; work regularly requires walking, sitting, speaking, hearing, use of hands and fingers, handling, feeling and repetitive motions, frequently requires pushing, pulling and occasionally requires standing, climbing, balancing, stooping, kneeling, crouching, crawling, reaching with hands and arms and lifting; work has standard vision requirements, requiring close vision, distance vision and depth perception; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and working in high, precarious places; work is generally in a moderately noisy location (e.g
business office, light traffic). Special Requirements Must possess a valid North Carolina driver's license. Must obtain NC Department of Revenue certification as a Real Property Appraiser within one (1) year of employment.
Must obtain Listing and Assessing within one (1) year. Career Development Level 1 - Must take and obtain a passing grade on Property Tax Listing and Assessing and one of the following: IAAO 101 or 102; R1, R2 and R3. Level 2 - Meet Level 1 requirements plus; IAAO 101 and 102 IAAO Workshop 151 Complete two courses and two workshops on the approved IAAO and NCDOR elective class list; Or hold IAAO AAS or RES.
Level 3 - Meet Level 2 requirements plus; IAAO Workshop 191 Two additional courses and three workshops (these are in addition to the ones used for Level 2) Or hold IAAO CAE.
