The City of De Pere is seeking a Civil Engineer. This position will perform engineering work in design and inspection of various public works projects that include storm and sanitary sewer systems, water mains, street maintenance and construction, street lighting and traffic signals.
The typical work schedule is Monday - Thursday, 6:30 a.m. - 4:00 p.m. and Friday 6:30 a.m. - 10:30 a.m. plus additional hours as required to complete assignments. However, the City of De Pere recognizes the importance of its employees having a proper work-life balance and supports alternative work arrangements which include alternative work schedules, flexible scheduling, and remote work to help meet your lifestyle needs. In addition, new employees receive three weeks of vacation time and four floating holidays per year beginning on the first day of work (prorated the first year).
Salary: The full salary range for this position is $88,358 - $126,235, plus excellent benefits package. The anticipated starting salary is $88,358 - $106,038, depending on qualifications. The City of De Pere rewards employees for exceptional work performance with a pay for performance incentive program. Employees may be awarded a salary increase, bonus, or paid time off for exceptional work performance. Employees will be automatically enrolled in the Wisconsin Retirement System (WRS), a pension plan to help provide for financial security during retirement, which consists of employer and employee required contributions.
The City of De Pere is a qualifying employer under the Public Student Loan Forgiveness (PSLF) Program.

Essential Functions
The following duties are essential for this position. However, they are not to be construed as exclusive or all-inclusive. To be successful in this position, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
  • Conduct field investigations and surveys.
  • Assist in design and preparation of all types of public works projects. Responsibilities include the preparation of plans and specifications, cost estimates, assessments, and contracts.
  • Assist in the preparation of technical reports, agreements, studies, and permit applications for sewer systems, street maintenance, geographical information system, lighting, traffic signals, street construction, water supply, etc.
  • Assist in managing the requirements of the City's MS4 storm water permit.
  • Complete the design of sanitary sewers, storm sewers, water mains, streets, parking lots, and other Public Works projects.
  • Attend public meetings as needed regarding public works projects.
  • Inspect construction projects to ensure conformance with plans and specifications and advise appropriate personnel of variances needing correction.
  • Perform storm water management reviews of public and private facilities. Document deficiencies and coordinate repairs with owners.
  • Assist contractors, public corporations, and private individuals in locating municipally owned facilities. Provide information to contractors and citizens requesting information regarding any improvement or assessment.
  • Document the contracting, repair, and inspection of sanitary sewer, storm sewer, and water main repairs in public right of way or City of De Pere easements.
  • Gather information and data from office and field research.
  • Review and approve permits to install utilities in City right of ways.
  • Review and analyze Closed-Circuit Televising (CCTV) studies and reports for determining sanitary and storm sewer projects and contracts.
  • Assist in supervision and training of seasonal engineering aides.
  • Utilize CAD and GIS and various design software.
  • Perform other duties as assigned.

Knowledge, Skills and Abilities
Knowledge of:
  • Civil engineering principles and practices as applied to the design of streets, storm and sanitary sewers, water main, building and other Public Works projects.
  • Field engineering, including surveying, inspection, materials, equipment, and construction practices.
  • Standard office practices and procedures including business English, business document format, spelling, grammar, punctuation, vocabulary, filing and math.
  • Computer software including word processing, spreadsheet, database applications, accounting and specialized software consistent for this position.
  • City and Department functions to effectively screen inquiries and process related documents.
Skill in:
  • CAD, preferably AutoCAD Civil 3d.
  • Operation of office equipment to effectively perform the duties and responsibilities of the position.
  • Self-starting and being motivated with the ability to work independently.
  • Being trustworthy and honest; taking accountability when appropriate.
  • Writing and editing correspondence.
  • Applying problem solving, logic and reasoning to determine solutions, conclusions or approaches to problems.

  • Prioritize duties to accomplish a high volume of quality work product, meet deadlines, and improve overall department/office efficiency.

  • Observe, follow instructions, and complete assignments accurately and within deadlines.
  • Communicate effectively both orally and in writing with business representatives, elected officials, department heads, the public, and other City employees with courtesy and tact.

Minimum Requirements & Physical Requirements
Minimum Education: Bachelor's degree from an accredited college or university in Civil Engineering or related field.
Minimum Experience: One to two years experience in civil engineering, preferably municipal.
A combination of education and experience may be considered.
Minimum Certifications: Registration as an Engineer in Training (EIT) in the State of Wisconsin or ability to obtain within six months of hire.
Other Requirements: Valid unencumbered Wisconsin driver's license and safe driving record.
