The Position: Under direct supervision, the Airport Project Managers provide project level technical, administrative, and support services related to the planning, design, and managing the activities of construction, maintenance and capital improvement projects. Responsibilities span the full project lifecycle, including planning, programming, design oversight, stakeholder coordination, budgeting, scheduling, procurement, contract administration, and construction delivery. Projects include airfield, landside, terminal, utilities, roadway, parking, and tenant infrastructure improvements, with primary focus on maintaining and improving existing airport assets and select involvement in the MoreRNO expansion program.

The Airport Project Manager I reports to the Manager of Engineering and Construction and is responsible for coordinating and managing project level activities in the design and construction of capital projects, tenant improvements, and facility renovations. The Airport Project Manager I requires technical and academic training, work experience, and knowledge of basic professional engineering skills. Works under the direction of an Airport Project Manager II, Senior Project Manager, and/or Manager of Engineering and Construction. The Airport Project Manager I is distinguished from the Airport Project Manager II classification by the level of responsibility and technical complexity of capital projects and project tasks and lack of professional registration. Airport Project Manager I is the entry level in the Project Manager series and works under the direct supervision of a Registered Professional Engineer to gain knowledge and experience required for licensure as a professional engineer or a registered architect. The Airport Project Manager I collaborates with the Airport Project Manager II, Senior Project Manager, and Manager of Engineering and Construction to perform tasks.
The Airport Project Manager II reports to the Manager of Engineering and Construction and is responsible for coordinating and managing project level activities in the design and construction of capital projects, tenant improvements, and facility renovations. The Airport Project Manager II is distinguished from the Airport Project Manager I classification by the additional level of responsibility, technical complexity of capital projects and project tasks, and requires a professional license. Coordination with consultants, contractors, regulatory agencies and collaboration with internal and external stakeholders. Management of consultants, professional services, and related contracts are a primary responsibility for project level initiatives.

The Airport Project Manager II
Examples of Primary Responsibilities/Essential Duties include:
Assist in the development of the Airport's Capital Improvement Program (CIP), including project planning, design, and construction strategies, budgets, schedules, and delivery methods for aviation and landside infrastructure. Coordinate stakeholders through the planning and design phases to define scope, establish budgets, track progress and ensure projects remain on schedule and within budget. Identify and resolve issues impacting delivery.
Responsible for procurement and administration of professional services (A/E) contracts, including RFP/RFQ development, scope definition, fee negotiation, and contract execution. Ensure compliance with FAA requirements, environmental considerations, and applicable legal standards. Manage consultant performance through design, bid, and construction phases, including amendments as needed. Coordinate across RTAA departments including Planning & Environmental, Facilities & Maintenance, Operations & Public Safety, Commercial Business, Finance & Administration, Legal, and other stakeholders to ensure successful project delivery.
Manage contract review and approval processes with internal stakeholders, FAA, and regulatory agencies. Facilitate design reviews, project presentations, permitting, and board approval processes for construction contracts. Administer Federal Aviation Administration (FAA) grants for airport projects under the Airport Improvement Program (AIP), ensuring projects follow regulatory and technical standards.
Review projects for compliance with Nevada Revised Statutes 332 and 338.
Manage consultants, internal and external stakeholders, regulatory agencies through the planning, design, and construction phases of projects.
Make technical recommendations to the Manager of Engineering and Construction for determination of project requirements for major aspects of project scope, cost, design, and construction requirements.
Participate in industry practice and technical developments in the field of engineering, architecture, and construction through activity in seminars, professional associations, and committees.
This position may be considered essential personnel as part of the RTAA Emergency Response Team, and may be required to respond to airport incidents as required.
Maintain and support a high level of customer service to peers, stakeholders, and passengers.
Adhere to safe operating procedures set forth by the RTAA, OHSA, and applicable industry standards.
Required Education / Minimum Experience:

Airport Project Manager I:
Bachelor's Degree from an accredited college or university in Engineering, Construction Management, Architecture, or related field.
Two (2) years or more of progressively responsible experience in engineering, architecture, or capital project delivery.=
Engineering Track: Passage of the Fundamentals of Engineering (FE) exam or eligibility for Engineer-in-Training (EIT) certification.
OR
Architecture Track: Active participation in the NCARB Architectural Experience Program (AXP) with eligibility to sit for the Architect Registration Examination (ARE).
The advancement to Project Manager II requires registration as a Professional Engineer or Architect Registration.
Airport Project Manager II:

Bachelor's Degree from an accredited college or university in Engineering, Construction Management, Architecture, or related field.
Four (4) years or more of progressively responsible experience in engineering, architecture, or capital project delivery.
Registration as a Professional Engineer or Registered Architect in the State of Nevada or the ability to be registered in the State of Nevada within one year of employment.
Airport or aviation infrastructure experience strongly preferred
Required Licensing and/or Certifications:
Possession of a valid Nevada Driver's License; ability to obtain and maintain eligibility to hold a Security Identification Display Area (SIDA) badge.
Physical Requirements:

Ability to remain in a stationary position for long periods of time, reach, bend, climb, lift, push, and pull items.
Work is performed mostly in an office environment and requires the ability to operate standard office equipment and keyboards. Must have the ability to traverse as needed throughout the Terminal buildings and outside as needed. Must also be able to traverse to and through construction site and adhere to May be exposed to all weather conditions.

Entry Salary: $71,200 - $113,900
annually based on experience, with opportunity for annual step-based increases up to a maximum of $135,200. This is a salary and overtime exempt position. Initial salary placement will be based upon experience and qualifications.
