THE POSITION
Under general supervision, provides journey level professional urban planning work in support of planning activities including planning research and land use planning studies and preparation of complex technical reports; and assists developers and the public in understanding and applying planning and zoning regulations and City guidelines to development projects, technical issues and land use plans.

- Provides professional planning services to achieve structured and organized growth and development in the City in compliance with all regulatory requirements; assists to administer the General Plan update; ensures project plans, policies and procedures are in conformance to City General Plan, and in compliance with local, State and federal codes and regulations.
- Reviews plans and technical documents for compliance with City regulations and ordinances; produces professional quality staff reports, presentations and recommendations on planning issues; prepares environmental impact assessments according to California Environmental Quality Act (CEQA) standards; prepare andanalyzeplanningstudiesandcommunicatefindingsofthesestudiesinanunderstandablemanner.
- Reviews and evaluates development proposals, development designs, applications, planning and zoning changes, variance requests, technical documents and special permits for compliance with City standards and regulatory requirements; reviews development plans with residents, developers and builders; develops recommendations, and summarizes all issues for the Planning Commission.
- Make recommendations on development permits, special use permits, variance, conditional use permits, tentative tract maps, residential planned development permits, as well as other zoning applications.
- Answers inquiries and assists the public and other agencies in matters relating to planning, zoning and permit review, and other City standards and regulations; provides information and recommendations within scope of authority.
- Manages special projects as assigned; researches planning issues and regulations, and provides data and analysis on land use and planning issues as requested.
- Participates in meetings with government officials and community groups; coordinates with various regional government organizations, community groups, and State and federal agencies; attends public meetings and presents information on regional planning and zoning issues.
- Meet withandadvisedevelopersregardingdevelopmentapplicationsandprocesses;explainpurpose,regulations,anddirectiveofaccepteddevelopmentpractices.
- Represent the Planning Division at public meetings, and present planning and zoning matters to Planning Commission, City Council, and citizen committees as required.
- Conducts field inspections and investigates complaints concerning property maintenance, zoning issues and health and safety violations; performs field surveys to identify problems and ensure conformance to project conditions and development standards.
- May assist in developing goals, objectives, policies and priorities.
- Maintains the absolute confidentiality of all records and information.
- Performs related duties as assigned.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor's degree from an accredited college or university with major coursework in urban planning, engineering, architecture or a closely related field.
AND
Three (3) years of municipal, urban or regional planning experience.
SPECIAL REQUIREMENTS
Required Licenses or Certifications:
Must possess a valid driver's license and safe driving record.

The City pays 100% of the monthly premium for employees and eligible dependents. This benefit includes one eye exam, one pair of lenses and a one-year supply of contact lenses per year.
Dental Coverage Provided by UMRThe City pays 100% of the monthly premium for employees and eligible dependents. The maximum benefit per calendar year per covered person is $4,000. The lifetime maximum benefit for orthodontic expenses per covered person is $4,000.
Life Insurance
The City pays Basic Life Insurance coverage for active full-time employees equal to the employee's annual earnings to a maximum of $150,000.
Short-Term Disability Insurance
The City pays for Group Short Term Disability Insurance through Standard Insurance Company for active full-time employees for a weekly benefit of 66.67% up to a maximum weekly benefit of $2,900. The benefit has a waiting period of 29 days, and a maximum benefit period of 180 days.
Long-Term Disability Insurance
The City pays for Group Long Term Disability Insurance through Standard Insurance Company for active full-time employees for a weekly benefit of 66.67% up to a maximum weekly benefit of $13,000. The benefit has a waiting period of 180 days, and a maximum benefit period determined by the employee's age when disability begins.
Public Employees' Retirement System (PERS) Retirement BenefitEffective July 1, 2025, new CalPERS employee members will be eligible to enroll in the City's 2% @ 62 CalPERS "PEPRA" Retirement formula and will contribute 50% of the total normal cost rate as defined by CalPERS. The employee contribution is currently 9%. A new CalPERS member is defined as an employee who is not a member of CalPERS or is a former CalPERS member who has been out of CalPERS for six (6) months or more.
Effective July 1, 2015 "Classic" CalPERS employee members will be eligible to enroll in the City's 2% @ 55 CalPERS Retirement formula and will contribute a 7% employee contribution towards CalPERS Defined Benefit Pension Plan.

Deferred Compensation
The City contributes $25 per pay period and shall match an employee's deferred compensation contribution in an amount not to exceed 3% of the employee's gross salary contribution per pay period.
Employee Assistance Program (EAP)The City pays 100% of the monthly premium for the Employee Assistance Program (EAP) through Standard Insurance Company's Health Advocates for all City employees and their eligible dependents and household members. Easy Eight Trip Reduction Program
Employees are eligible to participate in the Easy Eight Trip Reduction Program. Employees who carpool eight (8) days in a month are eligible to receive $25 per month for ridesharing / carpooling.
