Position Description:
Data Analyst
This position will be responsible for working closely with the Developmental Disabilities Division on a multitude of projects, including the monthly Caseload and Expenditure reporting required by statute and the Consent Decree that is closely monitored by the Federal Court.
Responsibilities
Under the Consent Decree findings and to meet compliance with Home and Community Based Services (HCBS) requirements, the State is committed to transforming its service system and providing integrated employment and day services for Rhode Islanders living with developmental disabilities. This position is responsible for evaluating, coordinating, analyzing, and presenting meaningful financial, utilization, outcome and program performance data for populations served by BHDDH.
Day-to-day responsibilities for this position include developing and maintaining reports on individual eligibility, fiscal assessments, service programs, legislative requests, and regulatory compliance through independent data analysis. This position will work closely with other Department personnel including program, policy, fiscal and other analytical team members, to ultimately derive planning metrics and inform policy determinations for service programs and budgeting for the Intellectual & Developmental Disabilities (I/DD) population.
The position will function within the central Research, Data Evaluation and Compliance Unit. Responsibilities will include, but are not limited to:
  1. Using multiple data systems to analyze and report on various topics related to outcomes, utilization, and trends of the population served.
  2. Providing ad hoc and customized analyses on standardized timelines.
  3. Development of standardized financial reports for all I/DD program areas.
  4. Providing technical assistance to internal staff on metrics, management reports, etc.

We are seeking someone who is committed to serving the populations BHDDH supports and the primary goals of the organization: ensuring access to services, safety, and a high quality of care. The ideal candidate will have the ability to adapt their perspective to include clients, data analysts, and external stakeholders, as well as demonstrate a strong background in developing, maintaining and modifying recurring reports/dashboards.
Preferred Knowledge/Skills
Demonstrated successful experience drawing insights from complex and imperfect data sets and improving data quality/cleaning.
Demonstrated successful experience performing analytic tasks as part of a multidisciplinary team involving programmatic, clinical, or administrative staff.
Demonstrated experience partnering with executive leadership and key stakeholders to provide timely, accurate, and concise analysis, reporting, and decision support while managing multiple priorities and meeting established timelines.
Experience with Microsoft Access, VBA, SQL, Python, R, STATA, DAX or other analytical and automation tools.
Experience with data visualization tools in PowerBI, Power Query and Excel.
