Job description

Overview:

Job Summary

Responsible for the coordination of all Department of Transportation (DOT) and Non-DOT drug and alcohol screens as per federal and corporate requirements and for processing drug & alcohol background checks following 49 CFR Part 40, 14 CFR Past 120, and 14 CFR Part 111.  Assist in ensuring compliance with all applicable federal and corporate regulations, maintaining accurate program records, tracking the progress of required testing, providing biweekly briefings to new hires, and preparing for audits.  In addition, this position will assist in processing Pilot Records Database (PRD) requests and decision-making related to additional actions to be taken for candidates in coordination with Aviation and HR teammates.

This position's classification is broad, and specific functional areas are assigned; duties and assignments may overlap depending on the department's operational needs.

Essential Functions and Responsibilities include the following:  

  • Maintain anti-drug and alcohol records under the direction of the Anti-Drug and Alcohol Program Manager
  • Verify regulatory compliance with Corporate and Federal Aviation Regulations (14 CFR Part 120, 49 CFR Part 40, and 14 CFR Part 111)
  • Follow recordkeeping policies per federal guidelines
  • Validate and process Pilot Record Database (PRD) requests for former and new-hire pilots, including determining when to escalate candidates' information to management for additional subject matter expert review.
  • Follow up with the Supervisor and relevant team members as necessary to confirm that after-hours testing is completed in accordance with corporate or federal regulations. This includes scenarios where an incident meets the Department of Transportation (DOT) or National Transportation Safety Board (NTSB) definitions, when Non-DOT testing is required, or if an individual meets the criteria for reasonable suspicion testing based on specific, contemporaneous, and articulable observations regarding their appearance, behavior, speech, or body odors. 
  • Collaborate with HR for the management of pre-employment drug testing to comply with strict and enforced federal and corporate regulations, including background checks for new-hire employees
  • Data entry to maintain regulatory safety-sensitive employee random pools to meet federal and corporate criteria
  • Create files for new hires in safety-sensitive positions and ensure that all paperwork is accurate and complete.
  • Identify correctable flaws in custody and control forms and alcohol testing forms. Create concise affidavits for collectors that outline necessary corrective actions to ensure compliance and accuracy in the collection process.
  • Track and file random and pre-employment drug and alcohol tests
  • Other duties as assigned.

  • May be required to work shifts, overtime (on short notice), standby, and/or on call availability to include nights, weekends, and holidays as needed and on a rotating schedule

Education & Experience

  • High school diploma or general education degree (GED); and one to three years related experience and/or training; or equivalent combination of education and experience.
  • One to three years records experience.

 Skills

  • Must be detail oriented with excellent organizational and time management skills
  • Professionally interact with all members of staff as well as external clients/customers
  • Must possess ability to multi-task and prioritize multiple projects
  • Highly proficient proofreading, spelling and grammatical skills
  • Knowledge of FARs and CFRs is a plus
  • Must be able to handle confidential information with discretion
  • Ability to make key decisions in a timely manner

Computer Skills

  • Proficient with Microsoft Access, Word, Excel, Outlook, and virtual meeting/Instant Messaging platforms such as MS Teams or Zoom
