Job description

Job Title: EOIR Program Manager - AI TESTING
Location: Alexandria, VA
Type: Contract
Compensation: $150,000.00-160,000.00 USD
Work Model: Onsite – onsite
Hours: 40.0
Security Clearance: Must be able to obtain and maintain a DOJ Public Trust level security clearance (candidates with an active or recently active Tier 2 or higher clearance are strongly preferred).

Responsibilities

  • Plan, initiate, and manage all IT/AI project activities across SOW Task Areas 1-5, monitoring progress to ensure deadlines, quality standards, and cost targets are met.
  • Lead and guide technical staff executing complex AI Testing, Evaluation, Verification, and Validation (TEVV) activities, including generative AI performance assessments and adversarial red teaming.
  • Serve as the primary liaison between business and technical aspects of the project, ensuring seamless collaboration with EOIR department contract staff.
  • Develop and implement disciplined project stages using risk management and configuration management methodologies, including the Quality Control Plan (QCP).
  • Lead the development and timely submission of all contract deliverables such as Test and Evaluation Plans, Management Plans, and Monthly Status Reports.
  • Manage work assignments and submit monthly telework reports to the Government Task Monitor, ensuring workforce stability.
  • Ensure platform compliance with Federal, DOJ, and EOIR security requirements, including FISMA, NIST SP 800-53, and NIST AI RMF, supporting necessary Authority to Operate (ATO) processes.
  • Lead assessments and improvements in enterprise search and unstructured-data discovery capabilities, operating within security and access-control requirements.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or a related field, with 8+ years of experience managing IT projects.
  • Federal Government contracting experience preferred.
  • Ability to obtain and maintain a DOJ Public Trust security clearance; active or recent Tier 2 or higher clearance strongly preferred.
  • Active Project Management Professional (PMP) certification.
  • Relevant technical certifications such as AWS Certified Machine Learning–Specialty, Azure AI Engineer Associate, CISSP, CISM, ISTQB Advanced Level, or equivalents.
  • Demonstrated understanding of AI technologies including LLMs, RAG, machine learning, and AI red teaming methodologies.
  • Familiarity with NIST AI RMF, FedRAMP cloud environments, and Federal IT security/ATO processes.
