Job description

SpecPro Sustainment and Environmental (SSE) is seeking a Project Planning and Development Analyst to support the Air Force Civil Engineer Center's (AFCEC) Asset Management Framework managed out of AFCEC/CF (Facility Engineering). The Air Force utilizes Asset Management processes, procedures, and strategies to optimize infrastructure life-cycle management while balancing risk and fiscal constraints. The successful candidate will be part of the SSE team providing innovative solutions to execute the program's objective. The role will directly support the Project Planning and Development team with developing, validating, and prioritizing facility and infrastructure projects across the installations. Duties include Facility Sustainment, Restoration, and Modernization (FSRM) and MILCON programming, conducting requirements analysis, and ensuring alignment with the Installation Development Plan (IDP).

What You'll Do:
Responsibilities will include the following:
  • Demonstrate experience and knowledge of Activity Management, Requirement Identification, Project Development, and Project Programming Programs or cross-Directorate programs.
  • Support Requirement Identification and Development by analyzing built infrastructure data, aggregating requirements, assessing asset performance predictions from SMS, analyzing statistics and trends across portfolios, validating data, performing data management, compiling other summarizing reports for each AMP portfolio, and recommending enhancements to process.
  • Assist in programming charette analysis and process improvement by facilitating SOW updates, analyzing and standardizing products/templates, and tracking of required charettes to support FYDP DAF priorities.
  • Support Requirement Development and Project Planning by improving feedback processes and implementing best practices to aid timely processing and shaping of requirements aligned to DAF strategy.
  • Develop playbooks and Standard Operating Procedures for project development, project programming, programming charrettes; draft documents, coordinate review sessions, and complete reconciliation of review comments.
  • Support UMMC Program by conducting analysis on projects trends, obligation/budget irregularities, and congressional /new mission project insert development and project execution surveillance.
  • Track projects funded for charrettes, and analyze to see if/when projects are funded for design/construction.
  • Conduct annual review of cross-functional business rules to ensure program aligns with Project Planning and Development policy/guidance.
  • Support the Project Planning and Development process by establishing document templates/tools, providing logistic support, training/briefings, and process improvements associated with the planning process.
  • Facilitate resolution to challenging programmatic issues bases may experience during project development.
  • Develop informative, professional project presentations, briefings, and reports by providing data-centered visualization and analysis. Be very comfortable with database management and operating spreadsheets.
  • Administrative and technical support to mid- to senior-level staff to prepare information briefs to higher headquarters and SAF levels.

What You Bring:
Basic Qualifications:
  • Bachelor's Degree, preferably in Engineering, Architecture, or Community Planning.
  • 5+ years of related experience in DoD facility planning or programming.
  • Knowledge of Air Force and DoD regulations; UFC, Planning & Programming AFIs, facility requirements manuals, and environmental/safety compliance.
  • Proficient in Microsoft Excel, Word, and PowerPoint and experience working with databases.
  • Strong interpersonal skills to build relationships and foster a collaborative team environment.
  • Excellent written and verbal communication skills with ability to develop clear and concise deliverables, presentations, briefs, and written reports.

Preferred Qualifications:
  • Experience in a customer service, contractor environment.
  • Experience in Air Force mission and structure.
  • A background in Air Force Civil Engineer planning or programming and familiarity with AFCEC processes, BCE work classification, DD Form 1391 development, NexGen IT, and GeoBase/GIS mapping.
  • An existing NAC-I clearance or ability to receive Secret clearance.

The position will support a mixed government - contractor environment at Joint Base San Antonio - Kelly AFB and may require the ability to receive a Secret clearance. Travel may be required.
