Program Summary

KBR, through the AFCAP V Program, assists the U.S. Air Force by offering Southwest Asia Logistics Support (SWA Log). These services provide inventory management, property accountability, equipment movement, and logistics coordination for U.S. Air Force operations across multiple locations in Southwest Asia. Alongside SWA Logistics, KBR delivers Engineering Support, NTV Leasing, LAMS, Power Production, BOS-I, and a range of quality-of-life solutions that help sustain base operations.

Job Summary

The Alternate Site Manager supports the Site Manager in overseeing daily logistics support operations at the assigned location. In the absence of the Site Manager, the Alternate Site Manager has full authority to act on behalf of the Contractor regarding daily contract operations.

This position assists with personnel supervision, Government coordination, property accountability, equipment inventory, logistics documentation, quality control, safety, reporting, and the operation of the BEAR equipment yard. The Alternate Site Manager must be prepared to assume full management responsibility whenever the Site Manager is unavailable.

Roles and Responsibilities

  • Assist the Site Manager with the daily management and execution of all task order requirements.
  • Assume full authority for daily contract operations when the Site Manager is unavailable.
  • Represent the Contractor during meetings, inspections, briefings, and coordination with Government representatives.
  • Supervise logistics personnel and ensure assigned work is completed safely, accurately, and on schedule.
  • Monitor staffing, employee attendance, work assignments, leave schedules, and operational coverage.
  • Assist with monthly inventories of BEAR equipment, MRSP kits, R-14 accountable property, R-15 consumable items, ADR assets, tools, and shop equipment.
  • Review inventory records for accuracy and ensure shipments, receipts, transfers, and disposition actions are properly recorded.
  • Assist with researching missing property and resolving inventory discrepancies.
  • Coordinate property movements, pickup and delivery appointments, equipment turn-ins, and transfers to DLA Disposition Services.
  • Review DD Form 1149 shipment documents, transfer requests, transportation movement requests, and supporting records.
  • Monitor suspense items, redistribution actions, deployed equipment listings, and open property transactions.
  • Ensure equipment yards and storage areas remain organized, secure, and compliant with applicable requirements.
  • Assist with quality-control inspections and the implementation of corrective actions.
  • Conduct safety briefings and ensure employees use required personal protective equipment.
  • Assist in preparing monthly reports, situation reports, meeting minutes, inventory reports, flash reports, and other required deliverables.
  • Maintain continuity files, electronic records, work documentation, and property accountability records.
  • Notify the Site Manager and appropriate Government representatives of incidents, operational risks, property discrepancies, or potential mission impacts.
  • Promote professional conduct, teamwork, accountability, and customer service.
  • Perform other duties assigned by the Site Manager or program leadership.

Basic Qualifications

U.S. National (USN) with an active Secret Security Clearance

Minimum of 6 years of experience related to the management and performance requirements outlined in the PWS.

Demonstrated experience managing logistics, supply, property accountability, warehouse, equipment, or base-support operations.

Knowledge of Government property accountability, inventory management, equipment disposition, and logistics documentation.

Previous AFCAP, Air Force, Department of Defense, War Reserve Materiel, or contingency logistics experience.

Experience with BEAR equipment, MRSP inventories, R-14 and R-15 accountability reports, DLA Disposition Services, and DD Form 1149 documentation.

Experience with barcode-based inventory systems, including WASP Asset Cloud or comparable systems.

Forklift certification and previous material-handling experience.

Prior experience in a supervisory or leadership role
