Job Description:

L3Harris ISR Networks is seeking an experienced Program Manager to join a high-performing team delivering mission-critical Intelligence, Surveillance, and Reconnaissance systems to U.S. and allied customers. This position supports an active portfolio of naval communications and datalink programs in various lifecycle phases, including active execution, contract close-out, and new business transition.

This is a hands-on program management role requiring strong organizational discipline, cross-functional leadership, and the ability to manage multiple concurrent workstreams with competing priorities. The successful candidate will work within a collaborative team environment and will have opportunity to grow into broader portfolio responsibility within ISR Networks.

ISR Networks delivers communications and datalink solutions across a portfolio of naval and airborne ISR platforms supporting U.S. Navy, allied, and international customers. Programs in this portfolio span active development, production, and sustainment phases across platforms including shipboard terminal systems and legacy naval communications programs.

This role sits within a team that values execution discipline, customer relationship continuity, and PM ownership of outcomes - not just process compliance.

Essential Functions: 

  • Lead day-to-day program execution across assigned programs, managing cost, schedule, and technical performance against contractual requirements.
  • Maintain program baselines and drive corrective action when programs deviate from plan.
  • Manage integrated master schedules, risk registers, and action item tracking across concurrent program workstreams.
  • Lead contract close-out activities including verification of contractual commitments, coordination with Contracts on final billing readiness, disposition of customer property, and closure of open CDRLs and data deliverables.
  • Coordinate cross-functionally with Engineering, Operations, Supply Chain, Finance, and Contracts to execute program requirements.
  • Serve as primary customer interface for assigned programs, maintaining consistent communication cadence and managing customer expectations.
  • Identify and mitigate execution risks with PM-level authority; escalate appropriately when risks exceed program thresholds.
  • Support business development activities including input to proposals, pre-IPP development, and capture team coordination as required.
  • Maintain program documentation and reporting in accordance with L3Harris program management policy.
  • Contribute to ISR Networks team culture, process improvement, and organizational capability development.

Required Qualifications: 

  • Bachelor's degree in Engineering, Business, or related technical field.
  • Minimum 6 years of experience in program management or related discipline within the defense.
  • Active DOD Security Clearance, or possess ability to obtain one. 

Preferred Qualifications:

  • Demonstrated experience managing FFP and/or CPFF contracts through full lifecycle including close-out
  • Experience managing cross-functional teams across Engineering, Operations, Supply Chain, and Contracts
  • Strong organizational skills with demonstrated ability to manage multiple concurrent programs and priorities
  • Effective written and verbal communication skills with experience in customer-facing roles
  • Experience with naval communications, datalink, or ISR systems.
  • Familiarity with EVMS and integrated cost and schedule management.
  • Experience with contract close-out including CDRL closure, final billing coordination, and customer audit preparation.
  • PMP certification or equivalent.
  • Experience working in a subcontractor role to prime defense contractors.
  • Top Secret clearance.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C, Denver, or NYC areas is $106,500 - $197,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
