Nature of Work: The position provides executive level strategy, direction, leadership to the RPU organization and management, guidance, administration and oversight to the Power Resources/Facilities & Fleet business unit. Primary accountabilities are the planning, constructing, operating and maintaining of energy supply infrastructure. Negotiation and administration of contracts and agreements relative to power supply including the purchase, sale and marketing of wholesale power, long range resource planning and development, environmental compliance strategies and implementation, fuel procurement, technical specification development and contract administration, commodity trading strategies and implementation of wholesale energy and capacity sales, employee and plant safety. In addition to energy supply this position also has accountability for the planning, operating and maintaining the organization's facilities and vehicle fleet. This position reports to the Assistant General Manager - Operations of Rochester Public Utilities and requires considerable independent judgment, discretion, and initiative in carrying out the responsibilities of the utility and organization's short- and long-term vision and goals, objectives, and plans.

Work schedule - The regular work schedule is Monday through Friday from 8:00 am to 5:00 pm and is expected to be fully on-site.

Pay - Starting salary is $173,445 to $204,045 per year, depending on qualifications, with advancement to $247,779

Strategic Leadership and Direction:

  • Provide executive level strategic direction, guidance and coordination to the Utility as a member of the leadership team to fulfill the utility's strategic plans and objectives.
  • Provide strategic advice to the General Manager in the development of power supply plans, facilities and fleet plans, and new and evolving industry trends.
  • Participate in the organizational strategic planning process including development and implementation of short-term and long-term goals along with communication of the plan.
  • Serve as the General Manager's designated representative, when required, with such authority and responsibility as may be assigned, to a broad spectrum of external organizations, including other city departments, state and federal regulatory agencies, trade and professional associations, SMMPA, MISO, consumers and public interest groups as directed.
  • Apply organizational and leadership practices to the periodic analysis and evaluation of work programs, procedures, policies, and operational needs of Department functions.
  • Provide general guidance to assist section managers in carrying out and coordinating their assigned responsibilities.

Division Management:

  • Provide executive level direction, guidance and coordination to the Power Resources / Facilities & Fleet Business Unit. Develop and implement strategies, business plans, budgets and policies for the successful operation of Power Resources as established by the General Manager and Utility Board.
  • Development of strategies, procedures and policies, implementation of same and oversight of effectiveness of wholesale energy marketing programs.
  • Prepare annual personnel, capital and operating budgets; exercise effective management control to adhere to adopted budgets and recommend budget adjustments when required.
  • Administrative duties related to energy supply infrastructure development, operation and maintenance of electric and water facilities and fleet, administration of specifications and contracts for services, analysis and reporting of various operating parameters relating to costs, performance, regulatory compliance and personnel matters.
  • Development of strategies and facilities related to renewable energy and environmental programs.

  • Oversee the recruitment, hiring, and orientation processes for new employees and ensure strategies are implemented to obtain and maintain a diverse workforce.
  • Partner with the Human Resources professionals to resolve employment/labor relations issues and participate in collective bargaining agreement negotiations when requested.
  • Encourage and inspire employees to do their best work while demonstrating positive leadership, positive communication, and a commitment to our Foundational Principles.

Essential Job Functions:

Education and Experience: A Bachelor's degree with major course work in Economics, Finance, Business Administration, Accounting, Engineering, or other related field AND 10 years of full-time employment experience in power plant management, commodity trading, utility finance and rate making theory, contract administration, resource planning, market operations, transaction development, power project engineering, administration or management WITH at least 3 years of supervisory leadership experience.

Licenses & Certifications: Valid driver's license. Desirable Qualifications: A Bachelor's degree in Electrical Engineering with power option, or Mechanical Engineering. Familiarity with NERC compliance and MISO business practices.
