Job description

Specific Responsibilities

  1. Build and update HR planning, staff processes and compliance systems following U.S. federal and Texas labor laws to keep the company fully compliant.
  2. Create recruitment and manpower plans based on project progress and department needs. Handle full-cycle hiring for engineering, operations, safety and admin roles: posting jobs, screening resumes, scheduling interviews, negotiating pay and processing hires.
  3. Manage new hire onboarding: prepare paperwork, collect staff documents, complete E-Verify work authorization checks and build employee files.
  4. Run pre-employment screenings via DISA, including background checks, drug tests and credential reviews to meet project hiring standards.
  5. Use ADP for end-to-end HR & payroll work: new hire entry, records maintenance, attendance, overtime tracking, payroll calculation, benefit deductions and pay disbursement.
  6. Administer employee benefits: medical, dental, vision, 401(k) and PTO. Handle enrollment, deductions and policy explanations.
  7. Maintain employee data, labor cost tracking and finance data alignment in SAP.
  8. Manage internal systems (Feishu, OA, company email): create staff accounts, grant permissions and process internal approvals.
  9. Handle employee relations: grievances, disciplinary warnings, labor dispute mediation, appeals, resignations and terminations.
  10. Organize orientation, company policy and site safety training for all employees.
  11. Prepare regular HR reports on recruitment, headcount, turnover and labor costs to support management decisions.
  12. Liaise with project managers, site teams and headquarters, coordinate staffing adjustments and complete other HR tasks assigned by leadership.

Job Qualifications

  1. Bachelorโ€™s degree in Human Resources, Construction Management, Administration or related fields.
  2. At least 3 years of workforce planning experience; construction/engineering HR background preferred.
  3. Prior experience supporting U.S. construction projects or familiarity with U.S. & Texas employment laws is a strong plus.
