The Job ** THIS IS A CONFIRE POSITION ONLY ** CONFIRE is a separate entity from San Bernardino County and the Fire Protection District. CONFIRE, JPA is recruiting for a Logistics Manager who will be responsible for planning, organizing, directing, and overseeing logistics, fleet coordination, facilities coordination, asset management, procurement support, and resource management functions for the agency. This position ensures the availability, accountability, readiness, and cost-effective management of fleet resources, facilities, equipment, communications assets, technology hardware, furnishings, uniforms, and operational supplies supporting emergency communications, EMS system administration, and agency support functions.

The Logistics Manager develops and maintains systems for inventory control, asset tracking, procurement coordination, resource planning, vendor management, and operational support. The position works closely with operational leadership, administrative divisions, contractors, vendors, and partner agencies to support operational readiness, business continuity, and effective resource utilization. The primary work location for this position is CONFIRE's Rialto Office; however, travel throughout San Bernardino County and occasional work at other CONFIRE facilities may be required.

CONFIRE, JPA is a Joint Powers Authority (JPA) located in San Bernardino County, California, established to provide regional public safety communications, dispatch, computer information systems (IS), geographic information systems (GIS), and emergency medical services in support of its member and partner agencies. The CONFIRE Communications Center's primary function is to provide 24-hour-a-day, 365-day-a-year fire, EMS, rescue, and other public safety dispatch services to agencies throughout the region. Beyond its direct dispatch responsibilities, the Communications Center also serves as the San Bernardino County (XBO) Operational Area dispatch center, coordinating fire, local government, law enforcement, and emergency medical resources during large-scale incidents.

CONFIRE is also preparing to launch a countywide ambulance transport system that will further integrate emergency communications and EMS operations while enhancing regional service delivery. CONDITIONS OF EMPLOYMENT Certifications: Professional certifications related to logistics, fleet management, facilities management, procurement, project management, supply chain management, asset management, or other industry-recognized credentials are highly desirable at the time of hire. Ongoing certification maintenance may be required to support evolving operational, regulatory, and organizational requirements.

Work Availability: Must be available to work a flexible schedule, including evenings, weekends, and holidays as needed to support agency operations, facility emergencies, fleet issues, critical projects, continuity operations, and other operational requirements. Must be available to report to CONFIRE facilities and other designated locations as required. Emergency Response: May be required to respond outside of normal business hours to support emergency incidents, continuity of operations activities, facility emergencies, resource deployment, critical infrastructure issues, or other agency operational needs.

Travel: Travel between CONFIRE facilities, member agency locations, vendor sites, training locations, and other operational facilities may be required. A valid California Driver License and proof of automobile liability insurance must be presented at the time of hire and maintained throughout employment. Performs related duties as assigned. Duties may include, but are not limited to: Plan, coordinate, and manage logistics operations, including purchasing coordination, receiving, distribution, inventory control, and asset accountability. Coordinate fleet management activities, including vehicle acquisition, outfitting, vendor maintenance coordination, replacement planning, utilization monitoring, and disposal.

Develop fleet replacement schedules and long-range capital planning recommendations. Coordinate vendor services and support contracts necessary to maintain fleet readiness and operational availability. Oversee facilities coordination activities, including maintenance contracts, repairs, improvements, security systems, vendor services, and facility support operations.

Coordinate facility projects, renovations, construction activities, space planning efforts, and infrastructure improvements. Monitor vendor performance and contract compliance related to fleet, facilities, logistics, and support services. Monitor and maintain inventory levels to ensure readiness for daily operations, emergency incidents, and continuity operations.

Develop and maintain inventory accountability systems for communications equipment, technology assets, uniforms, furnishings, and operational equipment. Oversee asset lifecycle management activities, including acquisition, deployment, maintenance coordination, replacement planning, and disposal of agency equipment and resources. Coordinate with vendors, contractors, service providers, and internal departments to ensure timely delivery of supplies, equipment, services, and support resources.

Maintain accurate documentation, asset tracking records, inventory records, and accountability systems in accordance with agency policies and regulatory requirements. Evaluate logistics workflows and implement process improvements to increase efficiency, reduce costs, and enhance operational reliability. Ensure compliance with applicable federal, state, and local regulations, procurement requirements, contract provisions, and organizational policies.

Coordinate with Finance staff regarding purchasing, budgeting, capital asset planning, and resource forecasting. Prepare reports, purchasing forecasts, budget recommendations, and long-range planning documents related to logistics, fleet, facilities, and resource management activities. Participate in continuity planning activities and support emergency operations involving resource acquisition, deployment, distribution, and sustainment.

Coordinate emergency resource acquisition, staging, distribution, and replenishment activities during incidents and continuity operations. Coordinate and oversee assigned construction, renovation, facility improvement, and infrastructure projects. May manage, train, supervise, and evaluate assigned staff and participate in hiring, disciplinary, and performance management activities as assigned.

Provide vacation or temporary relief as required. Perform other related duties as assigned. Minimum Requirements Candidates must meet all the following requirements: Education: Bachelor's degree from an accredited college or university in Business Administration, Public Administration, Supply Chain Management, Logistics Management, Facilities Management, Construction Management, Public Safety Administration, or a closely related field.

OR An equivalent combination of education, training, and qualifying experience that demonstrates the ability to perform the duties of the position may be considered. Experience: Five (5) years of progressively responsible experience in logistics, fleet management, facilities management, procurement, asset management, public safety operations, emergency services support, construction project coordination, or a closely related field, including three (3) years of supervisory, lead, or project management responsibility. Desired Qualifications Experience supporting emergency communications, EMS, fire service, local government, or public safety organizations.

Experience managing fleet replacement programs and vendor-managed maintenance services. Experience coordinating facility maintenance, construction, renovation, or capital improvement projects. Knowledge of public sector procurement processes, contract administration, and capital asset management.

Experience with inventory control systems, asset management systems, fleet management systems, facilities management software, or enterprise resource planning systems. Professional certifications related to logistics, facilities management, fleet management, procurement, project management, or supply chain management.
