Job description

Solvere Technical Group is actively seeking a qualified Business and Contracting Officer Representative (COR) Support Specialist candidate for an upcoming opportunity with the U.S. Coast Guard. This position is contingent on award.

SPECIFIC DUTIES & RESPONSIBILITIES:

  • Assist the COR and ACOR with conducting cost and/or price analysis; develop Independent Government Cost Estimates (IGCE) and pre/post negotiation memoranda as required.
  • Support the COR Team with contract administration duties including contractor discrepancy reports, CPARS entries, requests for equitable adjustments, cure letters, and default packages.
  • Assist with development of IGCEs, Requests for Proposal (RFP), Technical Assessment Reviews (TAR), Market Research, and Engineering Change Proposal (ECP) processes.
  • Assist the COR and ACOR in reviewing Common Access Card (CAC) applications and reviewing assigned CACs every six months.
  • Assist with processing invoices for payment on assigned Task Orders and administratively closing out Task Orders.
  • Assist with developing milestones, reports, and trackers for all COR-type actionable items including ECP, TAR, RFP, and IGCE.
  • Create standardized reports and presentation graphs; track status of COR/ACOR actionable items including Market Research Reports, RFP/RFQs, Price/Cost Analyses, and Best Value Trade-Off Reports.
  • Perform moderate walking and movement through an active shipyard and OPCs under construction as required.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Comprehensive knowledge of shipbuilding processes, techniques, and procedures.
  • Comprehensive knowledge of Federal Acquisition Regulations (FAR).
  • Ability to produce COR reports, briefs, and presentations; apply analytical methods to contract requirements.
  • Knowledge of economic, statistical, accounting, and financial analysis principles and techniques.
  • Familiarity with DCMA and DCAA standards, guidelines, and best practices.
  • Knowledge of DCMA and DCAA auditing organizations and the overall acquisition process.
  • Knowledge of Microsoft Office suite including Word, PowerPoint, Access, and Excel.
  • Physical ability to perform moderate walking and movement through an active shipyard.

EDUCATION, CERTIFICATION AND EXPERIENCE:

  • Bachelor of Science degree in a business or technical field with a minimum of 24 business credit hours required; Substitution: minimum of four (4) additional years of relevant experience in lieu of degree.

  • Minimum of four (4) years of experience supporting a COR in a shipbuilding environment.

WORK LOCATION:

  • Mobile, AL

TRAVEL

  • Occasional travel may be required.

SECURITY:

  • Must be able to obtain Secret level security clearance.
  • Non-Disclosure Agreement (NDA) required.
