OVERVIEW
The Area Talent & Administration Manager serves as a strategic leader of people systems, administrative functions, and compliance across TC&Js Enterprises locations. This role is responsible for building and maintaining scalable systems that attract, develop, and retain top talent while ensuring operational consistency, legal compliance, and administrative excellence across the organization.
The Area Talent & Administration Manager partners closely with the Operator, Directors of Operations, and Department Leaders to align people strategy with business objectives. This role ensures that all HR, payroll, benefits, and administrative systems are executed with accuracy, professionalism, and consistency, supporting a high-performing, values-driven culture across all locations.
PRIMARY RESPONSIBILITIES
The Talent & Administration Manager, under the direction and supervision of the Directors of Operations and President/CEO, is responsible for managing and supporting the following:
Talent Acquisition & Workforce Planning
  • Develop and oversee recruitment strategies across all locations to attract high-quality candidates
  • Partner with leadership to forecast staffing needs and maintain strong talent pipelines
  • Ensure consistency and excellence in the hiring, interview, and selection process
  • Oversee onboarding systems to ensure new Team Members are effectively integrated into the organization
  • Support long-term workforce planning aligned with business growth and operational need

Employee Relations & Culture
  • Serve as the primary resource for employee relations across all locations, ensuring fair and consistent resolution of workplace concern
  • Coach and support leaders in handling performance management, disciplinary actions, and team member development conversations
  • Promote a culture of accountability, professionalism, and alignment with TC&Js values
  • Provide guidance to leadership on people-related decisions and best practices
  • Ensure all employee matters are handled with confidentiality, consistency, and professionalism

Compliance & Legal Oversight
  • Ensure full compliance with all local, state, and federal labor laws across all locations
  • Maintain and update HR policies, procedures, and the Employee Handbook
  • Oversee proper documentation, recordkeeping, and audit readiness for all HR-related systems
  • Manage Workers' Compensation, unemployment claims, and related case management processes
  • Ensure compliance with internal policies and Chick-fil-A standards across all location

HR Operations & Administration
  • Oversee HR administrative systems, including personnel records, employee data, and documentation processes
  • Ensure consistency and accuracy in onboarding, offboarding, and employee lifecycle processes
  • Manage system access, permissions, and organizational records across platforms
  • Maintain and standardize job descriptions across all roles and locations
  • Continuously improve administrative systems to increase efficiency, scalability, and consistency

Payroll & Timekeeping
  • Oversee payroll processes across all locations to ensure accuracy, compliance, and timeliness
  • Ensure proper timekeeping practices and compliance with wage and hour laws
  • Administer PTO, sick leave, and other time-off policies in alignment with state regulations and company standards
  • Partner with leadership to resolve payroll discrepancies and improve labor-related processes
  • Monitor trends and identify opportunities to improve payroll and timekeeping systems

Benefits Administration
  • Oversee employee benefits programs across all locations, including health, dental, vision, and retirement offerings
  • Ensure compliance with ACA and all benefits-related regulatory requirements
  • Manage open enrollment processes and provide education to Team Members
  • Serve as the primary liaison between employees and benefits providers
  • Support ongoing benefits administration and resolution of employee inquiries

HR Systems & Strategy
  • Develop and maintain scalable HR and administrative systems to support multi-location growth
  • Analyze HR data and trends to inform decisions related to retention, staffing, and performance
  • Partner with the Operator and Directors of Operations to align people strategy with business goals
  • Support leadership development initiatives through structured people systems and processes
  • Drive continuous improvement of HR and administrative functions to enhance overall organizational effectiveness

REQUIRED ELIGIBILITY REQUIREMENTS
  • Full-time commitment with ability to work a flexible schedule to support business and administrative needs (minimum 40 hours per week)
  • Minimum 2+ years of HR or people operations experience
  • Bilingual English/Spanish
  • Strong understanding of California labor laws strongly preferred
