Job description

Position Overview:

The Office of Commissioner of Insurance and Safety Fire (OCI) is seeking a User Acceptance Testing (UAT) Lead to support the implementation of Georgia Access, the State of Georgia’s State-Based Exchange (SBE) launched on November 1, 2024. This role will oversee UAT activities for the Georgia Access Eligibility and Enrollment System and its integration with multiple federal, state, and private-sector systems.

The UAT Lead will be responsible for planning, executing, and reporting on all UAT phases. The ideal candidate will bring a blend of technical skills, quality assurance expertise, stakeholder coordination, and regulatory compliance knowledge to ensure a successful go-live and sustained operational excellence.


Key Responsibilities:

UAT Strategy & Planning

  • Develop and implement UAT strategy aligned with business requirements and compliance standards (HIPAA, PHI, PII).
  • Define and manage UAT entry and exit criteria.
  • Design and maintain test plans, test scenarios, and test cases in collaboration with cross-functional teams.

Execution & Oversight

  • Lead and coordinate UAT execution across multiple workstreams including the Consumer Portal, Agent Portal, EDE partners, and integration points.
  • Oversee vendor and internal team test activities ensuring traceability and quality.
  • Manage defect tracking and resolution; participate in triage and analysis discussions.
  • Coordinate system-to-system integration testing and eligibility validation.
  • Collaborate with technology partners on performance/load testing, automation, and high-traffic scenarios.
  • Ensure completeness of test coverage through risk-based and impact-driven testing.

Stakeholder Management & Reporting

  • Act as liaison between business teams, IT, vendors, and leadership to resolve testing blockers.
  • Provide regular status updates, risk assessments, and dashboards to senior leadership.
  • Facilitate weekly test status meetings and go/no-go decision-making forums.
  • Support release readiness and go-live coordination in conjunction with the Release Management team.

Process Improvement & Compliance

  • Champion process improvements using Agile, DevOps, and test automation practices.
  • Capture and analyze test metrics, lessons learned, and optimize future testing cycles.
  • Ensure strict adherence to data privacy and security standards in all testing phases.

Minimum Qualifications:

Education & Experience

  • Bachelor’s degree with a minimum of 6 years of relevant experience in QA/UAT.
  • Master’s degree may substitute for 2 years of experience.

Required Skills & Experience

  • 5+ years in user acceptance testing, quality assurance, and software/system testing.
  • Experience in managing UAT across complex, multi-vendor programs.
  • Strong understanding of SDLC, Agile/Scrum methodologies, and release management.
  • Hands-on experience with tools like JIRA, ALM, and test automation tools.
  • Familiarity with API testing, cloud-based SaaS solutions, SQL/data validation, and analytics.
  • Proven ability to coordinate between business, vendors, and IT teams.

Preferred Qualifications:

  • PMP, ISTQB, or CSM certification.
  • Prior experience in CMS, ACA, 834 enrollment, or working with state/federal health exchanges.
  • Experience with EDE integrations, Selenium, Tosca, or Cypress automation tools.
  • Knowledge of Affordable Care Act (ACA) and individual health insurance markets.
  • Experience with government/public sector testing environments.
