Job description

Under the general supervision of the Chief Nurse Executive (CNE) or Associate Chief Nurse Executive (ACNE), the House Supervisor provides oversight of nursing and nursing support staff for multiple departments in the hospital in the absence of the unit nurse manager. Ensures quality patient care, adequate staffing for shifts and provide clinical support to the nursing team. The house supervisor will collaborate with the unit nurse managers and medical staff on clinical issues regarding patient flow, services and management. Upholds the principles of Winslow Indian Health Care Center, Inc. (โ€œWIHCCโ€) Vision, Mission, and Value Statements. Maintains confidentiality of all privileged information at all times.

Essential Duties & Responsibilities:

  • Maintains regular attendance and punctuality.
  • Improves staff effectiveness by motivating, coaching, counseling, training and recommending disciplinary action for employees; planning, delegating, monitoring appraising job tasks and results in a timely manner.
  • Provides nursing duties in the care of general medical-surgical, urgent, trauma, obstetrical, pediatric and behavioral patients as needed.
  • Provide direction, supervision, and coordination of patient care activities and functions of the hospital.
  • Continuously monitors daily operations by integrating data from electronic systems, personal communication and physical unit rounds to ensure patient care effectiveness, efficiency and satisfaction.
  • Ensures the safety and quality of patient care by allocating and redirecting resources, considering care demands related to acuity, patient and unit requirements and staff skill set.
  • Coordinates the routine flow of scheduled, direct and emergency patient admissions to efficiently place patients in the appropriate care locations and maximize capacity.
  • Ensures that patient bed assignments are appropriate based on needs of patient, skills of staff, and infection control policies.
  • Responds appropriately to maximum bed capacity, considers alternative resources when inpatient unit and emergency department are at maximum bed capacity.ย 
  • Assures staffing and medical equipment meet work demands, safety requirements, and accreditation standards.
  • Acts as a liaison between staff, family, and physicians and other patient care team members.
  • Participates in all nursing meetings and WIHCC programs as well and active on the Nursing Administration team.
  • Develops, implements, evaluates and revises clinic specific objectives, priorities, policies, procedures, QI activities and standards of care and practice which are consistent with those for the overall clinical nursing and WIHCC programs in collaboration with multi-departments.
  • Functions as the Acting CNE, ACNE, Inpatient Nurse Manager, Ambulatory Clinic Nurse Manager or Emergency Department Nurse Manager during their absence.
  • Functions as the Hospital Administrator during their absence.ย 
  • Participates in clinical and peer review to evaluate, modify, and improve current practice.
  • Participates in the overall risk management activities for the Division of Nursing in collaboration with CNE, NE and Nurse Educator to assure timely follow up and action plan; with reports sent to Risk Management and Safety Officer.
  • Provides orientation to new staff members and students as well as providing guidance, direction and training.
  • Maintains professional knowledge and proficiency in nursing through continuing education, staff meetings, workshops, internal training programs, and serving on nursing committees, teams and functions.
  • Provides and performs comprehensive professional nursing care duties for patients with a wide variety of injuries and illnesses.
  • Studies nursing staff operations to identify areas to improve care, meet patient satisfaction and efficient resources utilization; recommend action and consideration to the CNE and ACNE.
  • Assists the CNE and ACNE in maintaining, updating and implementing policies and procedures.
  • Communicates with Nurse Managers, Nursing Services, other department directors and Executive Team regarding issues/concerns, interventions, and actions taken.ย 
  • Assess emergency situations in the absence of hospital administration or Executive Team. Responds promptly and effectively, notifying appropriate authorities, hospital administration, and Executive Team, as needed. Implements disaster plan (All Hazards Emergency Operations Plan), if needed.ย 
  • Maintains knowledge of bed availability and appropriate bed placement. Initiates surge protocol if indicated.
  • Adjusts staffing levels according to patient acuity, census and special needs. Reviews staff available for current shift and next shift and anticipates needs. Ensures that patient bed assignments are appropriate based on needs of patient, skills of staff, infection control policies, and preferences of physician. Communicates with charge nurse for appropriate placement of patient. Responds to code or rapid response situations, helping facilitate bed placement and staffing to coordinate appropriate resources and steps in to assist facility to facilitate patient transport when necessary.
  • Demonstrates cost effectiveness when staffing. Uses overtime to cover staff only when all other alternatives have been tried. Understands outpatient programs and assists in admitting patient into appropriate category. Assists in controlling length of stay by ensuring that patient tests are performed in a timely manner. Seeks methods for decreasing costs and shares these ideas with staff and management.
  • Accepts responsibilities. Self-directed and self-pacing. Is consistent, dependable and accurate in carrying out responsibilities.
  • Requires completion of tasks or duties assigned by a supervisor.
  • Upholds all principles of confidentiality and patient care to the fullest extent.
  • Adheres to all professional and ethical behavior standards of the healthcare industry.
  • Adheres to DMCโ€™s Personnel Policies and Procedures, departmental policies, rules, and regulations.
  • Interacts in an honest, trustworthy and dependable manner with patients, employees, visitors, and vendors.
  • Possesses cultural awareness and sensitivity.
  • Maintains compliance with all Human Resources requirements.
  • Performs other duties as assigned.

Minimum Qualifications:

Bachelor of Science or Associate Degree in Nursing is required. Two years or greater of supervisory/leadership skills and knowledge required.ย  Two to three years of emergency nursing or related experience is required. Bilingual skills in English and Navajo preferred.

Current BLS/CPR, ACLS, and PALS certifications are required. NRP certification required within six months of hire; TNCC or ATCN and ENPC certifications required within one year of hire; Basic dysrhythmia and 12-lead EKG interpretation training required within six months of hire.

For all positions, RNs must have passed the National Council Licensure Examination (NCLEX). In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Must maintain a valid unrestricted and insurable driver's license. Must successfully pass a background investigation and maintain suitable requirements for a Child Care position. This position is considered as a Child Care position, which requires a satisfactory background check investigation and is subject to the requirements of the Indian Child Protection and Family Violence Prevention Act, as amended (henceforth referred as the ICPFVP Act).

Knowledge, Skills, Ability:

  • Knowledge of professional nursing practices, ENA nursing standards of care, AAAHC standards and requirements.
  • Knowledge of healthcare delivery systems to effectively utilize available resources to provide health care; the ability to analyze effectiveness of health care delivery systems.
  • Knowledge of and skill in operating specialized medical equipment, such as cardiac monitors, EKGs, defibrillators, etc.
  • Knowledge of applicable federal, state, tribal laws, regulations and requirements.
  • Knowledge of current principles, methods and procedures for the delivery of nursing procedures and quality of care.
  • Knowledge of nursing departments i.e. Ambulatory clinic, Emergency department and inpatient short stay.
  • Knowledge of current and emerging trends in technologies, techniques, issues, and approaches in area of expertise.
  • Knowledge of CPR and emergency medical procedures.
  • Knowledge of strong work ethics in the workplace.
  • Knowledge of basic application of confidentiality.
  • Knowledge of duties and responsibilities of the position.
  • Knowledge of basic computer skills, e.g. Outlook, Word, Excel, PowerPoint.
  • Ability to be dependable in attendance and job performance.

Physical Demands:

While performing the duties of this job, the employee regularly is required to walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to stand; climb or balance; and stoop, kneel, crouch, or crawl. The employee frequently is required to taste or smell. The employee must occasionally lift and/or move up to 50 pounds.ย ย 

Work Environment:

Work is performed in an office setting or outdoor work environment with a moderate noise level. Work environment may involve exposure to physical risks, such as blood borne pathogens and operating dangerous equipment or working with chemicals. Evening and/or weekend work may be required. Extended hours and irregular shifts may be required
