Job description

Summary
This position is in the Management Support Office (MSO), Office of the Executive Director (OXD), Office of the Under Secretary of War for Personnel and Readiness (OUSW(P&R)). The Under Secretary of War for Personnel and Readiness (USW(P&R)) is the principal advisor to the Secretary of War and Deputy Secretary of War for all matters relating to the readiness of the total force.

Incumbent typical work assignments may include the following:
  • Serves as the component's primary senior technical and operational advisor for Personnel and Industrial Security. Responsible for advising the P&R Security Manager/Officer; Director MSO; Executive Director; and other senior leaders on the proper integration and execution of these and related security programs.
  • Responsible for providing expert guidance and consultation for several security disciplines, including, though not limited to, Personnel, Insider Threat, and Industrial Security for all assigned OUSW(P&R) personnel.
  • Develops and implements policies, procedures, and planning guidance and enforces security policies, procedures, and methods for identifying and protecting information, material, and/or facilities from national security threats, including compromise, unauthorized disclosure, espionage, or sabotage.
  • Serves as the Lead Personnel Security Specialist responsible for planning, developing, coordinating, and implementing component wide personnel security program. Implements personnel security program plans and manages the access and eligibility of all personnel throughout the organization.
  • Provides staff management and oversight of the OUSW(P&R) personnel security program including security clearances, personnel reliability, and classified access programs.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability with: 1) implementing core security program functions; 2) preparing guides, notices, and other correspondence to define and communicate security program policies and procedures; and 3) preparing analyses and reports of operational activities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
