QUALIFICATIONS : An example of acceptable qualifications for this position:

Possession of a Bachelor’s degree from an accredited college or university in Construction Management, Architecture, Engineering, Urban Planning, Real Estate Development, Finance, or related field or Seven (7) years of progressively responsible experience in multifamily, mixed-use, affordable housing, or public-sector development. Experience with land acquisition, entitlements, permitting, consultant management, financial feasibility, and preconstruction. Preferred: LIHTC, HUD, OHFA, HOME, CDBG, bond financing, public-private partnerships, TIF, brownfield redevelopment, LEED, or similar credentials.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must possess a valid Ohio driver's license; must maintain insurability according to the Housing Authority’s vehicle insurance policy.

Employee works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works in an area in which the means of egress is or can be obstructed; has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; is exposed to possible injury from extremely noisy conditions above 85db; is exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, electrical shock; exposed to possibly injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury from explosions; is exposed to injury as a result of falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals or life threatening situations; has exposure to fire, hot, cold, wet, humid, or windy weather conditions; exposure to hazardous driving conditions; has exposure to second-hand smoke; this is considered light work and the employee must demonstrate the ability to perform the physical demands required of the position in accordance with the U.S. Department of Labor’s physical demands strength ratings.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

35% (1) Development Project Planning and Management: Manage all phases of development projects from acquisition through construction commencement, including project scheduling, budgeting, pro formas, cost estimates, risk assessment, and mitigation strategies related to entitlements, environmental issues, utilities, procurement, and funding.

25% (2) Development Agreements, Compliance, and Project Delivery: Negotiate and administer development-related agreements, including utility, easement, reimbursement, incentive, and other project agreements; ensure compliance with development approvals, regulatory requirements, contractual obligations, and funding commitments; and oversee project transition into construction.

20% (3) Leadership and Organizational Effectiveness: Lead cross-functional project teams and assigned staff; provide coaching, performance management, and professional development; and prepare executive reports, recommendations, and presentations for senior leadership and the Board.

15% (4) Stakeholder and Partnership Management: Represent the Authority and develop strategic partnerships with municipalities, planning commissions, elected officials, developers, brokers, utility providers, economic development organizations, financial institutions, neighborhood organizations, funding agencies, and other community stakeholders.

(5) Lead cross-functional project teams and assigned staff; provide coaching and professional development; oversee project transition into construction; and prepare executive reports, recommendations, and presentations for senior leadership and the Board.

OTHER DUTIES AND RESPONSIBILITIES:

5%(6) Performs other related duties as assigned.

(7) Assist in oversight of Design and Construction Department and Facilities Department. Assist in mentoring and managing employees and their responsibilities.
