Objectives
Target Hiring Range: $31.31-$35.21 per hour
Individual independently conducts accounting and payroll activities in Office's finance department including accounts receivable, accounts payable, account reconciliation, procurement, and budgeting. Computes, classifies, records, and verifies numerical data for use in maintaining accurate records. Participates in organizing the agency's contract development and monitoring to meet federal, state and local regulations. Ensures compliance with state and federal payroll regulations including Fair Labor Standards Act (FLSA) requirements and Department of Labor Wage and Hour regulations. Work cooperatively with other members of the financial division and reports to the Finance Director.
Job Standards
Completion of a secondary education or equivalent plus two-years related work experience. Public sector experience preferred. Must have knowledge of state and federal payroll laws including FLSA and Wage and Hour Laws. Must possess a valid Ohio Driver's License and acceptable driving record. Must meet and maintain qualifications for driving on county business at all times, which must be maintained as a continued condition of employment
Essential Functions
  • Monitors expenditures; implements budgetary and financial reporting controls; and ensures compliance with applicable county, state, and federal regulations
  • Assists with developing, preparing and maintaining monthly, quarterly, and annual financial and analytical reports on receipts, expenditures, cost plans, re-allocations, and cash flow projections; provides financial information as needed for labor contract negotiations; gathers, analyzes, and reports on financial and tax trends; researches benchmarks from comparable jurisdictions and private industries; and conducts research and prepares analyses for elected officials, departments, or others as directed
  • Develop, monitor and maintain grant applications, reporting and funding
  • Compiles all documents related to payroll on an on-going basis
  • Establishes and implements procedures for the processing of vendor invoices, credit card payments, and other payments on account
  • Reviews all timesheets and ensures appropriate signatures are in place
  • Ensures correct payment as indicated in applicable collective bargaining agreements (CBA)
  • Demonstrates an understanding of public administration, government structure and process, employee relations, office practices and procedures and public relations. Researches complaints from citizens and addresses public inquiries
  • Attends various training sessions, video conferences, and workshops
  • Demonstrates regular and predictable attendance
  • Holds as confidential, all aspects of the job
  • Works overtime and outside of typical work schedule/business hours as required
  • Monitors fixed asset inventory and completes necessary paperwork to add/delete assets from inventory as needed
  • Performs any other duties as assigned

    • Knowledge of accounting principles (GAAP); bookkeeping; budgeting; auditing and finance; Capable of analyzing and interpreting data and a wide variety of technical reports and journals;
    • Demonstrated ability to apply progressive management principles; plan and implement department goals and objectives; to accurately project requirements and control expenditures within budgeting guidelines;
    • Ability to objectively evaluate program effectiveness and make necessary changes to meet County goals;
    • Ability to create necessary technical financial reports;
    • Knowledge of the County's computer system and related financial software;
    • Excellent interpersonal communication skills and aptitude for developing and maintaining effective working relationships through teamwork and cooperation with supervisors, subordinates, employees, elected officials, and the general public;
    • Extensive knowledge of and ability to apply program policies and procedures to assist staff in the performance of their responsibilities;
    • Efficiently operate computer programs such as, but not limited to, Microsoft Word, Excel, Outlook, and agency specific programs;
    • Organize and prioritize work assignments, multi task with accurate focus and refocus in a fast paced environment;
    • Proficiency in grammar, writing, mathematical skills, spelling, and punctuation;
    • Thorough knowledge, adherence and aptitude to follow safety policies, procedures and practices;

      Work consists of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulations and procedures. Individuals are required to provide technical assistance to staff personnel on programs, policies and the interrelationship of programs under complex situations. The position requires the individual to be continually aware of changes occurring which must be learned and passed on to staff. Procedures must be developed for implementing changes at the local level.III. RESPONSIBILITY
      Errors in judgment, inaction, diminished proficiency in governmental administration issues and solutions, and inattentiveness to County interests could be devastating to the County and the public and have legal and financial implications.
      IV. PERSONAL WORK RELATIONSHIPS
      This position has daily and frequent contact with co-workers, public officials, employees from private and public sector organizations and the general public. The purpose of these contacts is to guide and direct, review and assure progress of work assigned, coordinate services, manage job development and referrals and handle questions about the department, programs and client concerns. V. PHYSICAL EFFORT AND WORK ENVIRONMENT
      Physical Requirements: Individual performs sedentary work, which may require the lifting of up twenty-five (25) pounds.
      Physical Activity: The physical activity of the position includes manual dexterity, talking, hearing, reaching, and walking.
      Visual Activity: Individual performs work where the seeing job is close to the eyes and at or within arm's reach and also at varying distances.
      Job Location: The minimum working conditions for the position indicate that the individual is not exposed to adverse environmental conditions.
