Job Description:

Under general supervision, the Business Analyst supports the development, enhancement, and maintenance of program-related information systems. This role collaborates with IT professionals, program staff, and external partners to ensure system requirements, design, and functionality align with federal and state policy.

Key Responsibilities

• Partner with stakeholders to gather, analyze, and document business needs and functional requirements for new or enhanced systems.
• Review and validate system design documents to ensure alignment with requirements and program policies.
• Develop test plans, performance criteria, and user scenarios; execute system testing to confirm expected outcomes and identify defects.
• Assist with data conversion activities from existing systems, ensuring accuracy and compliance.
• Support system implementation, coordinating with affected entities on rollout, communication, and training.
• Provide user support and help desk services for assigned systems, troubleshooting issues and facilitating resolution.
• Maintain and update system reference tables, configuration settings, and security profiles.
• Interpret federal and state regulations to ensure system functionality remains compliant.
• Develop user documentation, including procedures, training materials, and manuals.
• Identify root causes of system or process issues and recommend corrective actions.
• Conduct training sessions or workshops on new or updated system processes.
• Prepare and submit system defect reports and monitor remediation progress.
• Stay current with program policies and rule changes that impact system requirements.

• Requirements gathering and documentation tools (e.g., Microsoft Word, SharePoint).
• Process modeling and visualization tools (e.g., Microsoft Visio, Figma).
• Project management and collaboration platforms (e.g., Azure DevOps, Jira, Microsoft Teams).
• Testing and quality assurance tools (e.g., Azure DevOps Test Plans, manual test case management spreadsheets).
• Data analysis tools (e.g., Excel, Power BI, SQL for basic data queries).
• Help desk/ticketing systems (e.g., ServiceNow, Salesforce Case Management).
• Workflow and system configuration interfaces relevant to the program’s automated systems.

Other Duties

• Participate in staff meetings, project team activities, and training opportunities.
• Prepare activity reports, status updates, and other required documentation.
• Perform related administrative and project tasks as assigned.
