Position Summary

The Lead Project Manager directs and oversees a portfolio of complex, high-value commercial design and construction projects for government facilities, providing senior technical leadership across planning, design, construction, commissioning, and occupancy phases. This role requires deep expertise in electrical, mechanical, and HVAC building systems, and serves as the top escalation point for technical, schedule, and budget issues. The Lead Project Manager mentors and oversees a team of project managers, sets standards for project delivery, and acts as the primary point of authority for customer agencies, A/E firms, and contractors on the most complex or high-risk projects.

Essential Functions

  • Lead and oversee a team of project managers across multiple large-scale commercial construction and renovation projects, providing technical guidance, quality review, and escalation support — particularly on electrical, mechanical, and HVAC scopes.
  • Set project delivery standards and best practices; review and approve Project Management Plans, milestones, and progress tracking across the team's project portfolio.
  • Serve as senior technical authority on MEP systems, codes, life safety requirements, sustainability standards, and quality assurance, resolving the most complex field and design issues escalated from project managers.
  • Personally manage or oversee the highest-value or highest-risk projects as on-site lead, performing field oversight and resolving critical HVAC, electrical, and mechanical system issues.
  • Review and give final approval on design documents, construction submittals, progress evaluations, and invoices for building systems/MEP trades across the team's projects; serve as primary liaison with A/E firms, contractors, contracting specialists, and customer agencies on escalated matters.
  • Provide technical mentorship and training to project managers on electrical, mechanical, and HVAC systems, workmanship standards, environmental regulations, and construction best practices.
  • Lead project and portfolio-level meetings, maintain senior stakeholder relationships, and drive a collaborative culture across acquisition, financial, and program staff.
  • Oversee project documentation standards and ensure all projects across the portfolio are delivered on scope, on schedule, and on budget.
  • Travel to project sites for inspections, progress reviews, technical evaluations, and team oversight as required.

Minimum Requirements

  • US Citizen
  • Bachelor's degree in Construction Management, Engineering (Electrical/Mechanical preferred), Architecture, or related field; and/or twelve or more years of experience managing commercial design and construction projects, including prior experience leading or mentoring other project managers.
  • Master's degree in a related field preferred.
  • Extensive demonstrated experience managing complex projects involving electrical, mechanical, and/or HVAC systems — including installation, retrofit, or renovation work on commercial buildings.
  • Proven track record leading multiple project managers or cross-functional project teams simultaneously.
  • Extensive knowledge of commercial building design, construction methods, and building systems (electrical, mechanical, HVAC, plumbing), with the ability to resolve the most complex technical and project challenges.
  • Advanced proficiency in project management principles, construction scheduling, cost estimating, reading and interpreting construction documents and MEP drawings, and writing scopes of work and specifications.
  • Exceptional interpersonal, communication, and leadership skills to collaborate with senior customers, acquisition staff, contractors, financial managers, and other stakeholders.
  • Demonstrated ability to lead and develop multidisciplinary teams while managing multiple high-value commercial projects simultaneously.
  • Advanced computer skills and familiarity with project management and estimating software.
  • Preferred: Professional licensure or certification (PE, CPMP, PMP, or equivalent) related to electrical, mechanical, or HVAC disciplines.
