Job description

Client Workforce Manager Overview

The Client Workforce Manager serves as the primary Talent Corps representative at assigned client job sites. This role is responsible for managing all Talent Corps leased employees throughout the duration of the project, ensuring employees are properly onboarded, compliant, productive, and supported while delivering exceptional service to both the client and the workforce.

The Client Workforce Manager does not supervise the client's construction operations. Instead, this position oversees the administration, engagement, compliance, and performance of all Talent Corps field employees assigned to the project.

Essential ResponsibilitiesWorkforce Management

  • Serve as the primary Talent Corps representative on-site.
  • Manage all leased employees assigned to the project.
  • Conduct employee orientations and site onboarding.
  • Verify all required hiring documentation has been completed.
  • Ensure employees have proper PPE, badges, and site access.
  • Monitor attendance and daily headcount.
  • Address tardiness, absenteeism, and employee concerns.
  • Coordinate workforce additions, replacements, and demobilizations.
  • Conduct routine check-ins with employees throughout each shift.
  • Maintain an up-to-date roster of all active Talent Corps employees.

Client Partnership

  • Build and maintain strong relationships with client supervisors and project management.
  • Attend daily production or coordination meetings as requested.
  • Receive and communicate staffing requests to Talent Corps Recruiting.
  • Resolve workforce-related issues quickly to minimize disruption.
  • Provide regular updates on staffing levels, employee performance, and project needs.
  • Ensure Talent Corps consistently exceeds client expectations.

Employee Relations

  • Serve as the first point of contact for all Talent Corps employees.
  • Assist employees with payroll questions, per diem concerns, transportation challenges, and other employment-related matters.
  • Conduct employee coaching when necessary.
  • Handle disciplinary conversations in coordination with Human Resources.
  • Foster a positive work environment that reflects Talent Corps' values.

Compliance & Safety

  • Verify employees maintain required certifications and training.
  • Ensure compliance with client and Talent Corps policies.
  • Conduct regular PPE and safety compliance observations.
  • Report injuries immediately and assist with incident documentation.
  • Coordinate post-accident testing and return-to-work processes when applicable.
  • Ensure all required employment documentation remains current.

Administrative Responsibilities

  • Review and approve employee timekeeping.
  • Track starts, terminations, transfers, and project assignments.
  • Maintain accurate employee files and project records.
  • Submit daily and weekly workforce reports.
  • Monitor overtime and attendance trends.
  • Assist with workforce forecasting and upcoming project needs.

Recruiting Coordination

  • Communicate current and future manpower needs to the National Recruiting Team.
  • Assist recruiters by providing timely feedback on employee performance.
  • Recommend high-performing employees for future assignments.
  • Help improve fill rates by forecasting workforce requirements early.

Qualifications

  • Experience: 3+ years of workforce management, staffing, construction operations, or field leadership experience.
  • Workforce Management: Experience managing large hourly workforces (50–300+ employees preferred).
  • Skills: Strong communication and conflict-resolution skills.
  • Organizational Abilities: Exceptional organizational and time-management abilities.
  • Technical Proficiency: Proficiency with Microsoft Office (Outlook, Excel, Teams).
  • Licensure: Valid driver's license and ability to travel extensively.

Preferred Qualifications

  • Experience: Experience with staffing agencies or employee leasing.
  • Industry Knowledge: Utility-scale solar or industrial construction experience.
  • Certification: OSHA 30 certification preferred.
  • Language Skills: Bilingual (English/Spanish) strongly preferred.

Key Performance Indicators

  • Maintain client staffing fulfillment at 98% or greater.
  • Maintain employee attendance above 95%.
  • Resolve employee issues within 24 hours.
  • Achieve 100% timecard accuracy for each payroll cycle (Smart Barrell).
  • Maintain all required compliance documentation.
  • Reduce voluntary turnover through proactive employee engagement.
  • Maintain high client satisfaction through responsive workforce support.
