The OCSS Fiscal Operations Analyst position within the Office of Child Support Services (OCSS) supports the agency's mission to ensure non-custodial parents provide financial support for their children. Their services include locating absent parents, establishing paternity and support, support collections, and the modification and enforcement of child support orders.
Reporting to the Assistant Deputy Commissioner for Fiscal Operations, the OCSS Fiscal Operations Analyst plays a central role in evaluating fiscal performance, producing analytical reports, and supporting operational improvements across multiple fiscal units. The role emphasizes identifying discrepancies in casework and account management, assessing their impact on performance metrics and compliance, and helping leadership develop strategies to improve accuracy and effectiveness.
The OCSS Fiscal Operations Analyst will collaborate with the Executive Director to monitor the unit's progress and identify areas requiring review focusing on key performance indicators reports. In addition, will assist with documentation of the details and interdependencies of the ASSETS system, other relevant systems, and their functionalities. Summarize data reports for fiscal management to review in order for management to propose a strategy for addressing the data inaccuracies and inconsistencies.
OCSS/Fiscal Operations/Administration is looking to hire one (1) Administrative Staff Analyst NM-I to function as an OCSS Fiscal Operations Analyst who will:
- Review and assess fiscal department reports with a focus on key performance indicators (KPIs) utilizing Data Mart. Develop tracking and monitoring tools to help units stay aligned with goals.
- Produce written reports on major fiscal reports and special projects. Analyze performance measures and highlight areas needing best practice and training. Summarize data findings for management to support decision-making.
- Assist fiscal unit directors in creating plans to reduce cleanup projects. Help integrate new techniques into routine case reviews to catch and correct errors early. Track the effectiveness and outcomes of these strategies.
- Work with systems analysts to understand the scope and root causes of identified issues in reports or data systems.
- Provide data and insights to the Training and Procedures unit to help develop effective best practices.
- Perform additional tasks assigned.
Hours: 9:00a.m. to 5:00p.m.
ADMINISTRATIVE STAFF ANALYST ( - 1002A

Qualifications

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.
