Job description

The OCI Network Region Build team designs, deploys, and scales network infrastructure and automation solutions to support the rapid growth of Oracle Cloud Infrastructure (OCI). The team partners across Oracle to deliver capacity for new regions, data centers, site expansions, and network lifecycle initiatives, enabling OCI's global expansion at scale.

We are seeking a Manager of Network Development to lead the Network Region Build team. This role requires strong leadership experience, a passion for building and coaching high-performing teams, and expertise in delivering scalable, highly available network and automation solutions. The ideal candidate is customer-focused, operationally driven, and experienced in managing large-scale infrastructure delivery, process optimization, and platform lifecycle initiatives.

This leader will define strategy, improve engineering and operational efficiency through automation, and drive execution across geographically distributed teams. Success in this role requires the ability to balance technical depth with executive-level communication while delivering high-quality projects at scale.

The team's primary challenge is scaling OCI's network infrastructure to meet accelerating demand driven by global region expansion, dedicated cloud deployments, multicloud growth, and increasing customer capacity needs, while continuously improving speed and operational efficiency through automation.

Responsibilities include providing leadership and direction for the organization, developing and executing team strategy, driving automation and operational excellence, collaborating across global teams, and ensuring the successful delivery of large-scale projects on time and with high quality.

US: Hiring Range in USD from: $109,200 to $223,400 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Operational Efficiency and Execution

Drive operational excellence across the Network Region Build organization by establishing scalable processes, improving execution efficiency, and ensuring consistent delivery standards. Lead initiatives that enhance the speed, quality, and reliability of network deployment and lifecycle operations across global OCI regions.

Metrics, Capacity, and Process Optimization

Define and improve operational metrics, reporting, and mechanisms that provide visibility into network delivery, capacity growth, deployment efficiency, and infrastructure health. Identify opportunities to optimize workflows, eliminate operational bottlenecks, and improve scalability through process improvements and automation.

Network Engineering Leadership

Provide technical leadership for large-scale network infrastructure deployments supporting OCI region builds and expansions. Partner with engineering and operational teams to review architecture, validate delivery quality, and drive operational readiness. Maintain strong technical depth to guide teams through complex infrastructure and scaling challenges.

Strategic Planning and Program Delivery

Own the development and execution of organizational strategy aligned with OCI growth objectives. Lead the delivery of large-scale network infrastructure and automation initiatives across geographically distributed teams, ensuring projects are completed on time, at scale, and with high quality. Communicate priorities, progress, and risks effectively to leadership and stakeholders.

Team Development and Organizational Leadership

Build, develop, and mentor a high-performing engineering organization. Provide regular coaching, performance management, and career development support to team members while fostering a strong culture of ownership, collaboration, and operational excellence. Promote continuous learning and technical growth across the organization.

Cross-Organizational Partnership

Partner closely with engineering, capacity planning, operations, automation, and regional deployment teams to support OCI's rapid global expansion. Drive alignment across organizations to ensure seamless execution of region builds, site expansions, and network lifecycle initiatives.

Talent Acquisition and Workforce Growth

Lead hiring efforts to attract and retain top engineering talent capable of supporting OCI's expanding infrastructure footprint. Partner with recruiting teams to evaluate candidates, participate in interview processes, and ensure effective onboarding and development of new hires.

Automation and Infrastructure Scale

Champion automation as a key enabler for operational scale and efficiency. Identify opportunities where automation can improve deployment velocity, operational consistency, infrastructure lifecycle management, and overall service reliability. Partner with engineering and automation teams to define and execute automation roadmaps that support OCI's continued growth.

Qualifications

  • Experience as a Technical Leader for a team of 5+ members is preferred
  • 5+ years of engineering experience in large ISP or cloud provider environments
  • Working knowledge of routing and networking protocols: BGP, OSPF, IS-IS, TCP, IPv4, IPv6, DNS, DHCP, MPLS.
  • Experience with Internet peering, inter-domain networking, and VPN/SSL technologies.
  • Proficiency in scripting/automation (Python preferred) and datacenter design.
  • Familiarity with automation frameworks, network modeling (YANG, OpenConfig, NETCONF), and telemetry systems.
  • Strong understanding of network security design, system performance testing, and operational monitoring.
  • Excellent communication skills with proven ability to influence product direction and priorities.
