Job Description
The purpose of this position is to provide electrical engineering leadership, technical direction, and project execution expertise for gas-fired combined-cycle (CCGT/NGCC) and simple-cycle gas turbine (SCGT) power generation EPC projects. This role has the responsibility to promote Fluor's competitiveness within the global marketplace by delivering quality services of unmatched value and technical competence. The position serves as an Electrical Area Lead / Electrical Engineering Lead on assigned projects and is responsible for leading the electrical engineering scope from project development and design through procurement, construction support, commissioning, and start-up support. The role requires demonstrated experience delivering electrical systems for large-scale gas turbine power generation facilities and the ability to coordinate electrical engineering activities across multiple disciplines, project functions, engineering offices, vendors, and construction teams. The successful candidate will apply advanced engineering techniques and project execution practices to develop safe, reliable, code-compliant, and cost-effective electrical solutions for gas-fired power projects. The successful candidate shall also possess demonstrated experience with high voltage generation interconnections, switchyards, substations, and utility. The role requires a strong background in electrical power system studies and the application of analysis software such as ETAP to evaluate system performance, reliability, protection coordination, and regulatory compliance.
Long Description
• Translate global strategic initiatives into procedures to be implemented on projects
• Apply cost competitive execution techniques to develop the most cost-effective total project solution for execution of the discipline engineering work
• Develop and review project Scope of Services, Scope of Facilities, and other project baseline documents for all phases of projects
• Develop and review estimates and schedules, progress reports, including manpower forecasts
• Establish, track, and monitor material key quantities; provide analysis and forecasts
• Develop and review specifications, including design criteria
• Incorporate health, safety, and environmental factors in design
• Develop and update job execution plans
• Lead development and review of electrical systems commonly associated with gas turbine and combined-cycle power plants, including:
- Generator and generator auxiliary electrical systems
- Generator step-up and station service transformers
- Medium-voltage and low-voltage distribution
- MV/LV switchgear and motor control centers
- Gas turbine and steam turbine auxiliary power systems
- Balance-of-plant electrical systems
- Emergency and standby power systems
- DC systems, batteries, and UPS systems
- Grounding and lightning protection
- Electrical protection, metering, and control systems
- Electrical power system studies, including load flow, short-circuit, motor starting, arc flash, grounding, relay coordination, transient stability, harmonic, and voltage drop analyses utilizing ETAP, or equivalent software.
- Plant and equipment grounding
- Raceway, cable tray, and underground distribution systems
- Plant lighting and small power
- Electrical interfaces with turbine OEM packages and major equipment vendors
- High voltage electrical systems, including generator interconnections, switchyards, substations, transmission interfaces, protective relaying schemes, and utility coordination requirements.
Basic Job Requirements
• Accredited four (4) year degree or global equivalent in engineering field of study and eight (8) years of work-related experience; a recognized professional certification or registration in the applicable field, if required; some locations may have additional or different qualifications in order to comply with local requirements
- Professional Engineer (PE) license in Electrical Engineering, with the ability to obtain licensure by comity/reciprocity in multiple states
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
• Professional registration and membership in technical society (preferred)
• Advanced knowledge of discipline codes and standards, commercial availability and cost of materials
• Effort-hour estimating and staff forecasting
• Managing and leading a large project
• Project set-up, developing control-level schedules, progress reporting and project close-out
• Practical field experience
• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs

• Conduct checking and independent review of all electrical discipline deliverables
• Support construction and commissioning activities as required
• Mentor junior engineer team members.
Preferred Qualifications
• Advanced knowledge of National Electric Code (NEC)
• Experience with HV/MV distribution
• Experience in High Voltage switchyards and grid connections.
• Effort-hour estimating and staff forecasting
• Managing and leading a design team on a large project
• Project set-up, developing control-level schedules, progress reporting, and project close-out
• Practical field experience including testing, commissioning, and start-up
• Intermediate computer and software skills to include the use of word processing, e-mail, spreadsheet and electronic presentation programs
• ETAP and/or SKM Power System Analysis Software
• Familiarity with Revit, Smart Plant Electrical, Smart Plant 3D, and other electrical design software
