About the Role
The Arizona Department of Health Services (AZDHS), Division for Planning and Operations (DPO), is seeking a Procurement Specialist to support departmental procurement and operational needs. This role focuses on coordinating solicitations, administering contracts, and providing procurement expertise using state and agency-specific contracts and systems.
The Procurement Specialist will also play a key role in training agency personnel on purchasing procedures and ensuring compliance with the Arizona Procurement Code and department guidelines.
Key
ResponsibilitiesProcurement & Solicitation Management
- Write, solicit, evaluate, and recommend awards for procurements supporting department needs
- Coordinate procurement requirements with end users
- Develop technical and complex specifications
- Create and manage solicitation documents
- Advertise solicitations, respond to vendor inquiries, and conduct informational meetings
- Conduct public solicitation openings
Evaluation & Contract Award
- Facilitate evaluation committee meetings
- Evaluate vendor responses, including clarifications, presentations, and Best and Final Offers (BAFOs)
- Prepare award recommendations and secure required documentation
Purchasing & Vendor Coordination
- Provide purchasing services, including obtaining quotes and reviewing purchase requests
- Work with staff to clarify requirements and develop specifications
- Track and follow up on orders to ensure timely receipt of goods and services
- Research and compare products, services, pricing, quality, availability, and shipping
- Make purchase recommendations and conduct purchases within delegated authority
Contract Administration
- Administer contracts and agreements throughout their lifecycle
- Process amendments, extensions, and authorized price increases
- Conduct post-award and contract-related meetings
- Monitor contract compliance and resolve conflicts
- Review and maintain contract files
Training, Compliance & Support
- Train and assist end users on procurement procedures, documentation, and contract usage
- Serve as a key resource on:
- Arizona Procurement Code
- Departmental and statewide contracts
- Assigned commodities and services
- Update and maintain contract tracking databases
- Identify potential compliance issues and recommend solutions
- Investigate and resolve performance issues; issue vendor noncompliance notices and performance deficiency reports
Other Duties
- Perform additional related duties as assigned
Required Qualifications
- Bachelor’s degree in Business or a related field
- Minimum 2 years of experience in a procurement-related role
- Proficiency in Microsoft Word and Google Workspace
Preferred Qualifications
- Experience working in or with government agencies
Work Schedule & Environment
- Hybrid role:
- On-site every Thursday
- Remote work on remaining days
- Candidates must use their own computer for remote work (no agency laptops provided)
- On-site workstations will be available for in-office days
Security & Compliance Requirements
- Background check and drug screening required (HireRight)
- Security clearance required per agency standards

- Tentative start date is dependent on interviews, onboarding completion, and issuance of a Purchase Order (PO) by the state agency
