IT Systems and Support Manager

Location: Phoenix, AZ (Hybrid – 3 days onsite / 2 days remote)
Duration: 4 months (with intent to convert to FTE)
Hours: Full Time, Day Shift (8:00 AM – 5:00 PM)


Position Overview

Seeking a highly experienced IT Systems and Support Manager to lead the Systems and Support functions within the Information Technology Division. This role is responsible for maintaining the overall health, reliability, and security of the agency’s network infrastructure, cloud systems, and end‑user computing environment.

This position serves in a managerial capacity, including planning work, directing subordinate staff, interpreting policy, and contributing to IT strategic planning. The manager will oversee network systems, cloud platforms, desktop support, and service desk operations while acting as a subject matter expert in network and cloud design and security.

This is a contract‑to‑hire opportunity, and all candidates must be eligible to convert to a State full‑time employee.


Key Responsibilities

The IT Systems and Support Manager is responsible for the following core functions:

  1. Manage Network Systems and Support Desk Teams

    • Lead and manage systems, desktop support, and service desk staff.
    • Ensure high availability, performance, and reliability of agency IT systems.
    • Oversee troubleshooting and resolution of complex technical issues.
  2. IT Leadership & Strategic Planning

    • Serve as a member of the IT Management Team.
    • Participate in strategic planning and contribute to overall IT division success.
    • Ensure adherence to IT governance standards and best practices.
  3. Project Coordination

    • Function as a project coordinator in partnership with the IT PMO.
    • Lead or support technical initiatives related to systems, desktop support, and network projects.
    • Manage timelines, resources, and cross‑functional coordination.
  4. Network & Cloud Subject Matter Expertise

    • Act as the agency’s subject matter expert for network and cloud systems.
    • Design, implement, and secure cloud (Azure) and on‑premise network architectures.
    • Ensure strong security posture across enterprise infrastructure.
  5. Systems & Infrastructure Management

    • Oversee enterprise servers, PCs, storage, virtualized platforms, and communications systems.
    • Lead change control processes and incident response for system outages.
    • Procure and manage IT hardware, software, and vendor relationships.

Required Knowledge & ExperienceManagement & Leadership
  • Deep understanding of management principles, leadership, and employee performance management.
  • Vision for leading enterprise IT Systems and Support operations.
  • Ability to manage multiple complex projects simultaneously.
Technical Knowledge (Strong Understanding Of)
  • Azure cloud infrastructure and services, including cost management best practices.
  • Enterprise TCP/IP networking architectures.
  • Virtualized hardware environments.
  • Enterprise storage solutions.
  • VLANs and Layer 3 switching.
  • Multi‑tiered enterprise security architectures.
  • IT governance frameworks (ITIL, COBIT, MOF).
  • Enterprise data center operations (on‑premise and cloud).
  • Database platforms and AI workloads (general knowledge).
Working Knowledge Of
  • Windows 11 PC imaging and troubleshooting.
  • Microsoft Exchange, Hyper‑V, SharePoint, and SQL Server.
  • Active Directory administration.
  • Cisco switching technologies.
  • Enterprise security best practices.
