BRIEF POSITION SUMMARY
Perform advanced (senior-level) military construction inspection work for the Construction and Facilities Management Office (CFMO) primarily for the Southeast Region. Work involves primarily overseeing and conducting inspections and quality assurance reviews of capital construction and renovation projects to ensure compliance with laws, building codes, regulations, industry standards, and agency policies. Reports to the Design Supervisor. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
WORK HOURS: Monday - Friday, 8 hours a day, 40 hours a week
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
  • Conducts on-site inspections and notifies project team of applicable laws, codes, regulations, industry standards, and agency policies for Texas Military Department construction projects.
  • Reviews construction design documents and monitors for compliance in the field.
  • Identifies and documents violations. Prepares inspection reports and distributes to the project team and CFMO leadership on a regular basis, usually weekly.
  • Advises the CFMO Project Manager of issues and recommends resolutions.
  • Assists with Substantial Completion and Warranty inspections and developing punchlists.
  • Verifies and documents inspection and punchlist corrections.
  • Issues Final Inspection completion report for project closeout.
  • Reviews and comments on plans and specifications at key phases of design.
  • Assists with scoping exercises for planning purposes.
  • May verify construction payment applications and project percentages for accuracy to actual work completed.
  • Performs and oversees engineering field tests and advises the project team on courses of action.
  • Monitors and inspects project quality to ensure that project deliverables are acceptable and fulfill the terms of the project contract and specifications.
  • Enforces safety and health laws and requirements. Reviews and monitors contractor safety plans for compliance.
  • Appears at administrative hearings or testifies before courts of jurisdiction.
  • May be required to perform duties in other regions of Texas based on current workloads and project program requirements.
  • May be required to perform duties in support of national emergencies, disasters, and other requests to include holidays, evenings, and weekends.
  • Attends work regularly and observes approved work hours in accordance with agency state employee policies and procedures handbook.
  • Performs related work as assigned.

Qualifications:
MINIMIUM QUALIFICATIONS
EDUCATION:
  • Graduation from a standard senior high school or equivalent is required.

PREFERRED EDUCATION:
  • Two years of college or vocational technical training in a construction related field is preferred.

EXPERIENCE:
  • Five (5) years of experience in performing construction compliance and enforcement inspection and analysis work or construction related work is required.
  • Experience with Microsoft Outlook, Word, PowerPoint, and SharePoint, as well as basic software for email, word processing, presentations, and cloud-based information sharing.

PREFERRED EXPERIENCE:
  • Five (5) years of experience as a superintendent or city code compliance officer for interdisciplinary construction projects is preferred.
  • Experience with project management software is preferred.

REGISTRATION, CERTIFICATION OR LICENSURE:
  • Valid driver's license is required. *If not currently a Texas resident, must obtain a Texas Driver's License within 30 days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct agency business.
  • Certification in at least one of the following areas is preferred at the time of hire and required within one (1) year of employment. International Code Council (ICC) Professional Inspector Certifications in any of the areas listed below:
    • International Code Council (ICC) General Building Contractor
    • ICC Commercial Building Inspector
    • ICC Commercial Electrical Inspector
    • ICC Commercial Plumbing Inspector
    • ICC Commercial Mechanical Inspector
  • An Occupational Safety and Health Administration (OSHA) 30-Hour Certification is preferred at the time of hire or must be obtained within one (1) year of accepting the position.

OTHER REQUIREMENTS:
  • Background Investigation. Selected candidate must be able to obtain a CAC and/or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.
  • Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 require all new employees to present proof of eligibility to work in the United States within three (3) days of being hired. The Texas Military Department participates in E-Verify and will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization. All offers of employment are contingent upon the candidate having and maintaining legal authorization to work in the United States. Failure to present such authorization within the time specified by the U.S. Department of Labor will result in the offer being rescinded.
  • Sponsorship. Candidates must be eligible to work in the United States without requiring sponsorship.

PHYSICAL/WORKING CONDITIONS
Work is performed primarily by driving to construction project sites in a government owned vehicle provided to the employee and inspecting stored and installed materials and assemblies in an outdoor environment. Employee will need to be able to safely operate a vehicle to, from, and at job worksites. Employee will be exposed to seasonal and occasionally inclement weather conditions to perform job duties. Work typically involves standing, walking, climbing, working with tools, and working around heavy equipment and vehicles. Work may be performed in an office setting where employee will be exposed to normal office temperatures and noise. This position requires traveling approximately 90% of the time, depending on project location. Work on project sites includes climbing ladders, climbing stairs, taking photos, attending meetings, navigating construction work-in-progress, adhering to safety policies, and wearing Personal Protective Equipment (PPE). Work requires extensive use of a personal computer and telephone. Periodically lifts, moves, carries, and/or sets up equipment and materials that weigh up to 40 pounds. Must be able to perform fieldwork that sometimes involves walking long distances and exposure to potential hazards.
