Job description

Applied Research Solutions is seeking a Senior Test and Evaluation Manager/Engineer, to support ISR Sensors Division (AFLCMC/WIN) located at Wright-Patterson AFB, OH. Why Work with us? Responsibilities Include: * Serve as a highly skilled GEOINT Test and Evaluation Manager/Engineer with advanced knowledge and recognized expertise. Work independently while applying established procedures and best practices.
* Provide comprehensive test and evaluation (T&E) support for GEOINT systems, including the design, planning, execution, analysis, and reporting of T&E programs. This includes FAA and airworthiness certifications to assess aeronautical systems throughout all acquisition phases.
* Prepare, maintain, and review key test documentation (Test and Evaluation Master Plans, Integrated Test Team Charters, DAFMAN 63-119 Test Readiness Reviews) to ensure compliance and drive continuous improvement.
* Identify technical risks, develop mitigation plans, and support risk reduction efforts associated with test and evaluation activities.
* Support cost-effective test engineering and execution in alignment with prime contractor and user requirements. Prepare and submit Program Introduction Documents (PID) annually and review Statements of Capabilities (SOC) for GEOINT testing.
* Recommend integrated data processing, software, and analysis solutions; actively participate in test teams and readiness reviews.
* Conduct data analysis from test flights using modeling, simulation, and other analytical tools. Present findings and solutions to service organizations supporting multi-year schedules and complex systems.
* Apply program management and systems engineering principles to support Air Force acquisition, C4ISR systems, and systems integration. Address organizational and execution challenges while transitioning cutting-edge technology into a programmable multi-mission C4ISR system (communication relay, GEOINT, Electronic Warfare, and information operations).
* Apply DoD acquisition principles (DoD 5000.01, 5000.02) and USAF/HQ AFMC/AFLCMC policies to all engineering tasks, including data gathering, analysis, and acquisition support.
* Provide GEOINT engineering expertise to support technology development, testing, and integration into intelligence architectures.
* Support sensor and exploitation system enhancements for T&E, including Synthetic Aperture Radar (SAR), High Altitude Long Range GEOINT Capabilities (HALRGC), LADAR/LIDAR, and EO/IR systems.
* Translate DoD user needs into system requirements for design, development, and testing. Conduct analyses, trade studies, and reviews of system baselines (architecture, controls, power, and mechanical systems).
* Assist in drafting and reviewing contract and program documentation, including Statements of Objectives (SOOs), Statements of Work (SOWs), program plans, Systems Engineering Plan (SEP), Life Cycle Sustainment Plan (LCSP), and test plans.
* Review proposals, specifications, and Interface Control Documents (ICDs) for cost, feasibility, and compatibility.
* Conduct trade-off studies (cost, performance, reliability, risk) and systems analyses (design, state-of-the-art technology).
* Evaluate Integrated Master Plans (IMP), Integrated Master Schedules (IMS), cost estimates, and test plans. Participate in system and subsystem testing activities.
* Provide systems integration support, including development of integration plans, definition of interface requirements, issue resolution, ICD reviews, and participation in Interface Control Working Group (ICWG) activities.
* Support system-of-systems engineering and sensor integration on air vehicles (avionics, data links, power) to meet GEOINT system needs and resolve deficiencies.

Qualifications/ Technical Experience Requirements * Must be a US Citizen
* Security Clearance Required: TS/SCI
* Master’s or Doctorate Degree in a related field and 7 years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD.
* OR bachelor’s degree in a related field and 10 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD.
* OR, 15 years of directly related experience with proper certifications, eight of which must be in the DoD.
