Job description

PACT (Pearson Accelerator Construction Team) is a General Partnership of Alberici, Amico, Kenaidan, and Obayashi, supported by design partners Egis, Mott MacDonald, and Weston Williamson + Partners. Together, we are delivering Accelerator, a major program of Pearson LIFT (Long-term Investment in Facilities and Terminals), Toronto Pearson's infrastructure development plan. This multi-year program is designed to address immediate passenger growth demands while preparing Canada’s largest airport for the future of air travel—including critical upgrades to airfield and infrastructure, greenhouse gas reduction initiatives, modernization of Terminals 1 and 3, and the creation of a world-class passenger experience.


Reporting to the Project Controls Director within the PMO & Shared Services team, the Project Controls Lead is responsible for overseeing the implementation, execution, and governance of comprehensive project controls functions across assigned sub-programs. This strategic leadership role integrates cost engineering, scheduling, change management, and progress measurement to provide accurate, data-driven forecasting and performance analytics. The incumbent will collaborate closely with Project Directors, Commercial Managers, Joint-Venture Partners, and Greater Toronto Airports Authority (GTAA) stakeholders to mitigate financial and schedule risks, ensuring the multi-billion-dollar program is delivered on time and within budget.


KEY RESPONSIBILITIES

  • Program Governance & Reporting: Lead the compilation, analysis, and distribution of monthly project controls reports, dashboards, and executive KPIs, translating complex cost and schedule data into actionable insights for senior leadership.
  • Cost Engineering & Budget Management: Oversee budget formulation, cash flow forecasting, contingency tracking, and Earned Value Management (EVM) variances to maintain strict fiscal discipline across the project lifecycle.
  • Schedule Integration: Partner with the scheduling team to ensure master schedules (Primavera P6) are logically tied, cost-loaded, resource-loaded, and reflective of actual field progress, critical path impacts, and mitigation strategies.
  • Change Management Management: Govern the project change control process, evaluating the cumulative cost and schedule impacts of trends, scope variances, and field changes before submission to the client review board.
  • Risk Analytics & Quantification: Facilitate regular risk register reviews, quantitative risk assessments (cost and schedule), and contingency draws to identify and proactively mitigate potential program bottlenecks.
  • Team Leadership & Mentorship: Manage, mentor, and develop a high-performing team of project controls analysts, cost engineers, and schedulers, fostering an environment of continuous improvement and technical excellence.
  • Cross-Functional Collaboration: Interface directly with Procurement, Finance, and Commercial Management teams to align commitments, progress billings, subcontractor evaluations, and final forecasting.

QUALIFICATIONS, SKILLS, KNOWLEDGE & COMPETENCIES

  • Education: Bachelor’s degree in Engineering, Construction Management, Quantity Surveying, Commerce, or a related technical discipline.
  • Professional Certifications: Project Management Professional (PMP), Certified Cost Professional (CCP), or Planning & Scheduling Professional (PSP) designations are highly desirable.
  • Years of Experience: Minimum of 10 years of progressive experience in project controls, cost engineering, or scheduling, with at least 3 years in a dedicated lead or supervisory capacity on large-scale capital infrastructure projects ($500M+).
  • Technical Competencies: Advanced mastery of Earned Value Management (EVM) principles, quantitative cost/schedule risk analysis, and complex multi-party work breakdown structures (WBS).
  • Software Knowledge: Advanced proficiency with Primavera P6, Prisma/Kahua/e-Builder or equivalent project management software, Smartsheet, Power BI for data visualization, and advanced Microsoft Excel (financial modeling).
  • Industry Experience: Extensive experience navigating mega-projects in aviation, transit, rail, or heavy civil construction. Familiarity with complex joint-venture structures and design-build delivery methods is a significant asset.
  • Communication & Stakeholder Skills: Exceptional communication and presentation skills, with a proven ability to challenge project assumptions constructively and present complex financial and schedule metrics clearly to executive stakeholders.
