Position Overview

The Business Development Manager is responsible for identifying, leading, and securing new funding from a variety of sources, including US Government, bilateral agencies, multilateral agencies, foundations, and corporations to achieve or surpass new business and fundraising goals. While the Business Development Manager works across all funder types, significant experience successfully leading proposals and bids for USG opportunities - including full-cycle capture, positioning, and submission - is strongly preferred. The Business Development Manager brings expert understanding of clients/donors, industry trends, country contexts, and competitive landscapes to advise on new business pursuits. In collaboration with the Business Development team, the Business Development Manager works closely with overseas staff, consultants, Regional Directors, Country Directors, and technical experts, as well as DC-based technical leaders to develop and execute Pact’s business development strategy across all funder types. They lead the preparation and management of proposals, including contracts, global projects, and co-creation and contribute to research and trends analysis of donor funding. With expert knowledge to align Pact’s new business and fundraising goals with diverse funder priorities, the Business Development Manager provides overall leadership to proposal teams, while also ensuring quality assurance and compliance of proposal submissions. Some international travel is possible; length of travel will range from 1-3 weeks at a time. The position reports to the Public Business Development Sr. Director.

Key Responsibilities

• Lead efforts to grow and diversify Pact’s funding across funder types, working in close collaboration with technical and program implementation staff to create, execute, and realize new business and fundraising goals.
• Conduct research and feasibility analyses to develop pursuit strategies for new-to-Pact donor opportunities across donor types and impact areas.
• Partner closely with the Sr. Director and other BD colleagues to lead Pact’s new business and fundraising efforts and provide expert advice to Pact’s senior decision makers on a full range of new business-related matters.
• Lead the end-to-end development of USG, corporate, foundation, multilateral, and bilateral positioning/cultivation and proposals across all of Pact's technical areas and countries
• Manage the proposal development process, including comprehensive pre-positioning for opportunities. Lead and advise on bid decision-making conversations; manage live proposals, including global bids, contracts, co-creation, letters of intent, and concept papers; lead recruitment for key personnel in partnership with HR; provide overall quality control to technical applications; ensure that proposals meet funder specifications and technical requirements by facilitating color reviews and serving as a proposal reviewer; and set and meet deadlines.
• Work with country representatives, technical leads, other staff, and consultants to identify, conceptualize, and design proposals for new projects and/or amendments to current projects.
• Support evidence-based decision making by maintaining accurate and up-to-date electronic files and internal databases on new business and fundraising opportunities and relationship management; tracking industry trends; analyzing proposal development data and win/loss data; and ensuring that relevant information is accessible to and circulated to relevant colleagues.
• Work with the Pricing team on back-of-envelope budgeting and strategic pricing; outlining best value sections, as required; and facilitating alignment of budget and budget narratives with technical proposals.
• Write sections of proposals and/or full proposals and serve as Proposal Champion as appropriate.
• Ensure 100% compliance of submitted proposals.
• Advise Impact Area teams on new business opportunities for unfamiliar funders and how to communicate impact to appeal to new funders.
• Help identify training needs and help develop and deliver trainings tailored to the needs of headquarters and field-based staff; help develop manuals, operating procedures, templates, guides, and other tools.
• Contribute to Pact-wide strategic initiatives and thought leadership by participating in relevant working groups, developing relevant tools and guidance, building a body of evidence for working with foundations, corporations, and other non-USG funders, and representing Pact externally.
• Build a network of professional business contacts within international development and philanthropy sectors to facilitate the development of new strategic partnerships and innovative projects with other organizations and donors. Identify and cultivate relationships with new and prospective funders; steward relationships with existing funders.
• Model Pact’s values by creating a transparent and collaborative work environment.

Basic Requirements

• Bachelor’s degree and 7+ years relevant experience or equivalent combination of education and experience, including 3 years of management experience.
• Proven successful track record of winning proposals with US Government, such as US Department of State; experience with global awards and IDIQs or with agencies such as DFC, USTDA, or MCC would present a distinct advantage.
• Knowledgeable in one or more of Pact’s technical areas (health, responsible mining, livelihoods, capacity development, governance, or engaging markets)
• Strong organizational, planning, and time-management skills
• Strong interpersonal, team building and communication skills
• Excellent oral and written communication skills, including advanced facilitation skills and experience
• Outstanding attention to detail
• Competence using common desktop applications, including MS Word, Excel, and Adobe;
• Ability to travel internationally on short notice
• Grace under pressure

Preferred Qualifications

• Experience using Salesforce or similar customer relationship management software
• Experience coordinating with international field offices preferred.
• Proficiency in a second language, such as French or Spanish
