Job description
Recognizing that safe, affordable housing is essential for our community to stabilize and thrive, ICL places housing development at the core of its mission. We have intentionally built an active pipeline of 1200 units, across dynamic and innovative projects. We are looking for an exceptional leader to drive these developments to successful completion and spearhead our next era of strategic expansion. This position offers the unique opportunity to position ICL as an industry leader, seamlessly blending innovative behavioral health services with a deep commitment to growth.
The Senior Vice President of Real Estate reports directly to the CEO and provides leadership over ICL's real estate strategy, development, asset management, leasing, and property management functions. This role is responsible for advancing ICL's mission through the development of affordable and supportive housing and behavioral health facilities, stewarding a complex real estate portfolio and ensuring long term financial sustainability. The SVP will partner closely with executive leadership, public funders, lenders, and community stakeholders to deliver high impact projects while maintaining strong oversight of capital planning, asset performance, and portfolio occupancy, including cultivating and stewarding relationships in support of ICL's priorities.

QUALIFICATIONS AND EXPERIENCE:
Undergraduate degree in relevant area, and Graduate degree, preferred, in such areas as Planning, Public Administration and Real Estate. Minimum of 7 years of progressively responsible experience in the supportive and affordable housing field in NYC or NYS. Experience working in the non-profit, public sector or for-profit supportive and affordable housing space, with direct involvement in the development of new projects.

Essential Job Functions
- Lead growing team overseeing real estate development, asset management, leasing and property management functions
- Work closely with executive leadership to advance ICL's mission and values, and ensure high quality, trauma-informed, energy efficient housing, offices, and clinical spaces
- Strategic Planning & Growth of Real Estate portfolio: Maintain an ongoing pipeline of development projects and build out full scale property management functions
- Oversee the new construction and rehabilitation of ICL's growing portfolio, which currently spans 34 properties
- Oversee a portfolio of scattered site residential units across New York City, setting direction for operations, customer service, financial performance, and compliance
- Develop and manage cross functional real estate team, establish clear performance standards, and implement scalable processes to improve efficiency and satisfaction across a dispersed portfolio.

- Identify new development opportunities, including partnerships with non-profit and for-profit affordable/supportive housing developers.
- Maintain and build relationships with government agencies, lenders, and syndicators
- Assess feasibility of potential new development projects and conduct due diligence.
Assemble and manage project development teams from project initiation through construction closing
- Apply for and secure required capital and operating/supportive services funding from public agencies and lenders.
- Oversee land use reviews (e.g., ULURP, rezoning, variances/special permits) that are required.
- Direct asset management activities including budgeting, financial performance, capital planning, and risk management.
- Liaise with third party property management firms, while supervising in-house property management, to ensure strong performance standards and regulatory compliance.
- Coordinate closings with Attorneys, public agencies, lenders, and Executive team.
- Ensure projects meet budget and schedule goals, representing ICL on construction-related issues.
- Oversee asset management and rehabilitation of the organization's existing real estate portfolio.
- Oversee asset performance and long-term capital planning for the existing real estate portfolio, including rehabilitation and modernization initiatives.
- Oversee the leasing department and all leasing activities across the organization's real estate portfolio.
- Oversees leasing strategy, negotiations, and portfolio occupancy in alignment with organizational and financial goals.
- Lead ICL 's real estate life cycle: from predevelopment, construction, project start-up, including lease-up of all apartments and commercial/community spaces, finalizing operating/services contracts (e.g., 15/15 and ESSHI), achieving operating break-even, and stabilization of projects, and capital repair projects as needed.
- Oversee all operations of ICL's supportive/affordable housing projects, including coordination with ICL's Finance, Facilities Department and Supportive Services Department.
- Perform other related duties that may be assigned
