This provides an opportunity to build some ground-up property management systems, including software implementation.
This position will lead the Leasing and Property Management Department and work closely with colleagues across the agency to ensure our clients have access to high-quality housing options, compliance with our funders, and ensure buildings under our property management are in good financial and physical condition. The Vice President will work closely with colleagues internally in the real estate development, asset management, facilities, finance, and social service programs to ensure the teams are delivering excellent customer service to our colleagues and our residents.
ESSENTIAL JOB FUNCTIONS:
  • Leasing: ICL has a large portfolio of scattered site supportive housing programs and a team that handles the leasing of these units to ensure quality housing options for our clients and offices for our staff.
  • Opportunity to scale property management operations: currently have one property manager, hire second property manager, with an eye towards the expansion of full-scale property management
  • Ensure all leasing protocols follow federal, state, and city regulations
  • Lease residential units for ICL's clients and commercial office spaces for ICL
  • Ensure the physical and financial health of ICL's existing portfolio of buildings by ensuring buildings meet all regulatory requirements, including LIHTC compliance, proper reserves and budgeting.
  • Liaise with internal partners including ICL's finance, facilities, and program teams as well as external partners including attorneys, joint venture partners, and building owners.
  • Bridge the gap between day-to-day on-site leasing and property managers and executive leadership
  • Performs related duties as required or as assigned by Supervisor.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES:
  • Committed to the active promotion of ICL values and goals.
  • Strong interpersonal, supervisory, and leadership skills to lead Leasing and Property management teams.
  • Knowledge of Rental subsidy programs and various financing programs including Federal Low Income Housing Tax Credits.
  • Proficiency in Microsoft Office (with real estate budgeting experience).
  • Excellent organizational, verbal and written communication skills.
  • Strong financial analysis and spreadsheet development skills.
  • Ability to collaborate with other team members to complete projects and implement leasing and property management systems.
  • Working knowledge of NYC and NYS supportive and affordable financing programs.
  • Familiar with Rent Stabilization law and other applicable local housing codes and compliance.
  • Ability to handle multiple projects simultaneously and change direction as needed in a fast-moving environment.
  • Ability to solve problems, be resourceful and exercise good judgment.
  • Ability to work extended hours, including evenings when necessary (not often).

QUALIFICATIONS AND EXPERIENCE:
Bachelor's degree, Master's preferred in Real Estate, Planning, Construction, or Public Administration. 8+ years of experience in leasing and property management, including direct team management. Must possess an active NYS Real Estate Broker's License. Supportive housing knowledge preferred.
