Description The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency.
During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community. Under close supervision, performs a variety of accounting duties involved in the creation and maintenance of complete and accurate financial and accounting records for departments, funds, and budgets; reviews department expenditures; prepares monthly financial reports and coordinates department purchasing activities.

Tasks Prepares routine financial statements and reports, relating to department programs, fund or grant budgets; enters and maintains financial information system data; records expenditures and prepares financial schedules, billings and collections. Monitors, reviews and reconciles accounts, budgets, and various statements; assists with special projects upon request; may track and review inventories, assets and procurements for finance department
Maintains department Accounting, Purchasing and inventory Systems to assure accurate division of each program's expenditures and program inventory; prepares monthly financial reports; maintains accounts payable. Coordinates information between the finance department, other County departments; and external agencies to clarify and reconcile issues relating to County funds and accounting; may assist in complex special projects as requested. Performs other related duties as assigned.
Knowledge, Skills, Abilities, and Other Characteristics Knowledge of Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) pronouncements. Knowledge of Government Finance Officers Association (GFOA) standards, recommended practices and policies. Knowledge of Hamilton County policies and procedures.
Knowledge of Hamilton County Audited Financial Statements, Comprehensive Annual Financial Report, Budget, and accounting and budgeting systems. Skill in reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal rules and regulations, Hamilton County Policies and Procedures. Skill in the application of accounting principles and standards.
Skill in the implementation and updating of financial and accounting information systems. Skill in working under pressure of deadlines, establishing and maintaining cooperative working relationships with department staff and other County departments. Minimum Qualifications An Associate's Degree in Accounting from an accredited institution and three (3) years of direct work experience in the field of accounting.
A valid driver's license is required. ADDITIONAL REQUIREMENTS: Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or or an Emergency Vehicle Operations Course (EVOC) provided at the department level. PHYSICAL REQUIREMENTS: Work requires minimal physical effort with extended sitting, intermittent standing, walking, occasional driving, and extensive computer keyboarding.
Work may also require the incumbent to push and/or pull heavy, bulky files and file boxes weighing up to 50 pounds. A handcart/truck may be utilized to assist in the moving.
