Position Type: Contract- possible extension
Epitec is seeking an experienced Program Manager 3 to lead a large-scale application modernization initiative for the State of Ohio. This role will be responsible for directing the rewrite and modernization of a legacy .NET application from inception through deployment, ensuring the final product meets business, technical, and quality requirements.
Responsibilities
  • Lead and manage the end-to-end delivery of a software application rewrite and modernization project.
  • Develop comprehensive project plans, including scope, timelines, milestones, resource allocation, budgets, and deliverables.
  • Apply project management methodologies that promote collaboration, transparency, governance, and continuous feedback.
  • Manage project scope, risks, dependencies, and budget while ensuring successful execution.
  • Oversee planning, analysis, design, development, testing, and implementation activities.
  • Communicate project status, milestones, and risks to business sponsors, leadership teams, technical teams, and stakeholders.
  • Coordinate efforts across development, operations, security, and business teams.
  • Identify and mitigate technical debt, integration challenges, and project risks.
  • Ensure adherence to established project management processes and delivery standards.
Required Qualifications
  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related technology-focused field.
  • Minimum of 7 years of relevant Program or Project Management experience.
  • PMP, PMI-ACP, or comparable Project Management certification required.
  • Strong experience managing large-scale software development, modernization, migration, or application rewrite initiatives.
  • Proven ability to lead cross-functional teams including development, operations, security, and business stakeholders.
  • Excellent communication, leadership, stakeholder management, and problem-solving skills.
  • Experience with project estimation, planning, scope management, risk management, and budget oversight.
Preferred Technical Experience
  • Application modernization, refactoring, re-architecting, or legacy system migration projects.
  • Understanding of application architecture and modernization strategies.
  • Experience evaluating legacy systems and integration points.
  • Familiarity with cloud technologies, microservices, and DevOps methodologies.
  • Experience using Clarity PPM, Azure DevOps, SharePoint, and similar project management tools.
Ideal Candidate
  • Extensive program management experience within complex technology environments.
  • Strong background leading modernization or transformation initiatives.
  • Ability to manage multiple stakeholders while driving execution and accountability.
  • Strong critical-thinking skills with the ability to navigate complex technical and business challenges.
  • Experience delivering projects in highly visible, high-risk environments.

This is a hybrid opportunity based in Columbus, Ohio. Candidates must be able to report to the client office as needed.
