Job description

Credence has an immediate need for a Program Analyst at the senior level to support the F-35 WJ Directorate (AFLCMC/WJ)in Wright Patterson AFB, OH. The AFLCMC/WJ directorate contains the ALFCMC airmen that support the F-35 Joint Program Office (JPO) mission. This support is across all disciplines to include program management, engineering, and logistics. The support is provided at a variety of locations including Wright Patterson AFB, National Capital Region, Hill AFB, Fort Worth TX, and Tinker AFB. One mission within AFLCMC/WJ is the Lightning Support Center (LSC). The LSC is the F-35 JPO's sustainment execution authority, providing support for the F-35 global fleet, including United States' services, international partners, foreign military sales (FMS) aircraft. LSC comprises six functional areas focused on warfighter readiness requirements: logistics capability delivery, sustainment supply, maintenance modifications, support equipment, business operations, and global fleet operations. Responsibilities include, but are not limited to the duties listed below * Provide knowledge of statistical data analysis, modeling, simulation, optimization, and analytical capability to support the Government in developing and implementing standard, performance-management measures and metrics, including the methodology, to set targets and assess progress, with focus on the organization's Strategic Plan (goals and objectives) or other Government directed areas, such as costs-effectiveness and efficiencies. * Conduct the maintenance of existing performance measures and metrics and the development, coordination, and implementation of new metrics and targets for the purpose of measuring performance across all business areas. This shall include the development of business rules for metrics data collection, metrics, and (metrics) tools supporting performance measurement. * Routinely review and analyze existing business rules to ensure relevancy to the desired performance end state/target. * Develop metrics that include the development of performance measures, identification of data sources, determination of frequency of data pulls, determination of formats, documentation of calculations, and analysis of the metric data. * Provide support to Acquisition Sustainment Reviews, Congressional inquiries, and CAT activities. * Perform duties of an Action Officer, including: prepare briefings; develop, coordinate, and complete the required analysis on TMT suspense responses, and formulate recommended courses of action for guidance and decisions by leadership using the TMT system and SharePoint task tracker. * Respond to taskers rapidly with an all-encompassing approach by performing the following: identify a problem, analyze it, identify COAs and make recommendations suitable for the GOFO level. Assist with manning / screening the RSO workflow.
* Provide support for the overall management of any and all programs/efforts as assigned and interact with lateral organizations or any external agencies as required to adequately perform these tasks. * Use recognized statistical techniques and tools to accomplish leading indicator analyses for time series. These shall include predictive forecasting techniques such as basic moving average, exponential smoothing, regression analysis, and Box-Jenkins. * Apply forecasting techniques and tools to identify confidence levels and margins of error, sensitivity analyses, what-if analyses, hypothesis testing, and modeling and simulation to improve the metrics program forecasting and planning efforts.
* Support Government requirements for internal/external briefings and reports by assisting with preparation, scheduling, and coordination of materials, to include assisting with the preparation and review of correspondence. * Produce a variety of letters, reports, spreadsheets, database reports, and graphs effectively and efficiently using standard USAF office automation software programs. * Assist the RSO PEG suspense and tracking team. * Assist with suspense tracking in the TMT. Review the content of the RSO PEG electronic workflow mailbox and coordinate responses with the appropriate two-letter directorates and assign PEG action officers to each TMT task. Prepare weekly status briefings of late and upcoming TMT suspenses for PEG chief review at the PEG Staff Meeting. Assist with closure of TMT suspenses and package suspenses for 31+ AFLCMC Program Executive Officers (PEOs) and Functional two-letter offices. Train RSP PEG and two-letter action officers on the use of TMT and answer questions on the technical aspect of the system and process questions.
* Provide direct support to quickly and accurately turn data into usable and actionable output and efficiently and effectively communicate that information for AFLCMC senior leaders, to include any researching, creating, assigning, tracking, and communicating with various higher headquarters or directorate-level offices.
* Assist in updating/retrieving information in the center MS SharePoint document library. * Assist in compiling, formatting, and storing directorate level inputs to taskings to support development of the center response. * Utilize both NIPRNET and SIPRNET electronic mail to request and compile responses and transmit approved responses to specified higher headquarters or Congressional inquiries.
* Assist in managing and tracking the civilian and military decoration programs for the center. * Coordinate with the center Directorate of Personnel awards monitor to track all awards packages. Requirements * Education, Requirements and Qualifications:
* Must have at least an active or current secret security clearance.
* Master's or Doctorate Degree in a related field and ten (10) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD;
* OR Bachelor's Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five (5) years of which must be in the DoD; * OR fifteen (15) years of directly related experience with proper certifications as described in the PWS labor category performance requirements, eight (8) years of which must be in the DoD.
