Job Summary
We are seeking a highly motivated, strategic, and experienced UI/UX Designer to support the eProcurement System Replacement Project (EPIC). This role will lead user experience strategy, research, interaction design, and service design efforts to ensure the delivery of a modern, accessible, and user-centered e-procurement platform.
The ideal candidate combines strong experience in UX design, research, service design, and digital transformation initiatives with the ability to translate complex business processes into intuitive user experiences. This individual will collaborate with business leaders, technical teams, project stakeholders, and vendors to define future-state experiences, optimize workflows, and improve constituent outcomes through thoughtful design and research practices.
Key Responsibilities
  1. User Experience Strategy & Design
  2. Lead user experience strategy, experience architecture, interaction design, and service design activities for the e-procurement platform.
  3. Align constituent needs, business objectives, service workflows, accessibility requirements, policy considerations, and technical capabilities.
  4. Define and support the future-state experience vision, experience architecture, and product roadmap.
  5. Create and maintain user-centered design artifacts, including:

  8. Service Blueprints
  9. Information Architecture Models
  10. Task Flows
  11. Wireframes
  12. Prototypes
  13. Experience Requirements
  14. User Research & Insights
  15. Plan, conduct, and synthesize user research activities to identify needs, pain points, and improvement opportunities.
  16. Evaluate concepts, prototypes, and functional solutions through usability testing and iterative research.
  17. Transform research findings into actionable recommendations and design guidance.
  18. Define and monitor user experience quality metrics and success measures to support continuous improvement.
  19. Collaboration & Stakeholder Engagement
  20. Partner closely with Product Managers, Product Owners, Solution Architects, Business Leaders, SMEs, and Vendors.
  21. Facilitate workshops, discovery sessions, and design reviews.
  22. Translate complex procurement workflows, policy requirements, stakeholder feedback, and research findings into user-centered solutions.
  23. Present recommendations and design strategies to project leadership and executive stakeholders.
  24. Accessibility, Quality & Governance
  25. Establish UX standards, accessibility expectations, interaction patterns, and design quality criteria.
  26. Ensure compliance with accessibility and inclusive design standards.
  27. Review vendor and project deliverables to validate alignment with user needs, business requirements, technical feasibility, and operational readiness.
  28. Identify and communicate UX risks, usability issues, design trade-offs, and recommendations.
  29. Innovation & AI Enablement
  30. Support AI-enabled solution design initiatives and evaluate opportunities to enhance user experiences through automation and intelligent technologies.
  31. Collaborate on the implementation of emerging technologies that improve service delivery, efficiency, and user satisfaction.
  32. Assess AI-driven features and capabilities for usability, effectiveness, and user impact.

Required Qualifications
  1. Minimum 8+ years of experience leading and executing UX design and user research for large-scale digital products, platforms, or enterprise solutions.

Certifications
  1. UX/UI Design, Human-Centered Design, Service Design, or User Research certifications preferred.
  2. Certified Usability Analyst (CUA), Human Factors International (HFI), NN/g Certification, or equivalent preferred.
  3. Accessibility certifications (WCAG, CPACC, IAAP) preferred.
  4. Agile, Scrum, Product Owner, or related certifications are a plus.
