Collins Aerospace, an RTX company, works with our customers and partners to design, deliver and sustain the Air Traffic Navigation, Integration and Coordination System (ATNAVICS) which is a mobile system that provides air traffic services, including both radar and software services.  The growth within the portfolio has resulted in an exciting opportunity for a Program Chief Engineer (PCE) to join our team.  This PCE will be responsible for the cost, schedule, and execution of all engineering tasks. The PCE should have the ability to drive tasks to closure on-time and within budget.

What You Will Do
   • Interface with customers and execute teams (both internal and external) during definition and implementation
   • Work with VSL and Subject Matter Experts to ensure customer expectations are translated into an executable project plan; includes negotiating priorities to ensure your program needs are met
   • Lead and coordinate program level cost estimates during the bid cycle
   • Coordinate all technical and project execution aspects of bid and proposal activities
   • Manage program technical execution and maintain performance metrics for management review and continuous improvement
   • Manage program-level scope and change management, working closely with other CEs and VSLs to ensure alignment
   • Develop and manage program-level schedules as well as the integrated intermediate level schedules
   • Ensure critical path and key dependencies are effectively managed to ensure project success
   • Lead milestone events for Engineering as required by RTX Program Lifecycle Management (RPLM)
   • Collaborate with other Mission Systems SBU CEs to ensure consistency in project execution and sharing of best practices and lessons learned, actively identifying, driving, and leading continuous improvement within the program and organization
   • Lead and coordinate program-level risk management in conjunction with the Program Office
   • Take all possible actions to avoid or minimize problem areas
   • Anticipate problems and if necessary, pro-actively revises project plans as permitted by policy and project requirements
   • Primary engineering liaison with Program Management (VSL), Production, Contracts, Order Administration, Customer Service, and Service Centers for the schedule and quality aspects of new development and modifications
   • Conduct regular team meetings and Team Performance Reviews, reporting overall program engineering performance to plan as appropriate
   • Interact with Engineering Management, Engineering Developers, Program Management, Business Development, and Finance

Qualifications You Must Have
   • Experience and ability to lead multi-domain projects
   • Experience and ability interfacing with production
   • Experience in tracking and overseeing assembly of products still in development
   • Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays.
